Professor Godwin is now a consultant and serves as
a nonresident scholar for the Foreign Policy Research
Institute. He graduated from Dartmouth College with
a degree in international relations, and holds a Ph.D.
in political science from the University of Minnesota.
ERIC HAGT is the director of the China Program
at the World Security Institute in Washington, DC. He
manages research projects at the Program’s Beijing office
covering a range of traditional and nontraditional
security issues in China with an emphasis on space,
the defense-industry, energy security, and crisis management.
He was a visiting researcher at the Freeman
Chair in Studies at the Center for Strategic and International
Studies and has studied and worked in Taiwan
and Mainland China for 8 years. Mr. Hagt has
authored publications in journals such as Naval War
College Review, Survival, Central Asia-Caucasus Analyst,
and China Security, and has testified before Congress’s
U.S.–China Economic and Security Review Commission.
Mr. Hagt holds a master’s degree in international
policy and China studies from the University of California
Berkeley.
HEIDI HOLZ is a China analyst at CNA China
Studies. Prior to joining CNA, she worked as a bio defense
analyst and China specialist with the Division
of Integrated Bio Defense at Georgetown University’s
Imaging Science and Information Systems Center,
