the CMC level. A p<strong>at</strong>tern started to emerge. Jiang <strong>and</strong> Hu continued<br />

this, as they had little personal contacts in the <strong>PLA</strong> prior<br />

to their assumption as the comm<strong>and</strong>er in chief. According to my<br />

research in Beijing over the years, normally the CMC presented<br />

a list of a few c<strong>and</strong>id<strong>at</strong>es for the chair to choose one from. It is<br />

not th<strong>at</strong> Jiang or Hu did not make personal nomin<strong>at</strong>ions, but the<br />

professional inputs from the CMC make the majority of personnel<br />

decisions.<br />
