<strong>The</strong> U.S. military does not have an exact equivalent<br />

to this Chinese term, but the integr<strong>at</strong>ion of civil<br />

support is embedded into U.S. military logistics oper<strong>at</strong>ional<br />

concepts, such as: 33<br />

• Integr<strong>at</strong>ed logistic support (ILS)—“composite<br />

of all the support consider<strong>at</strong>ions necessary to<br />

assure the effective <strong>and</strong> economical support of<br />

a system for its life cycle. It is an integral part<br />

of all other aspects of system acquisition <strong>and</strong><br />

oper<strong>at</strong>ion.” 34<br />

• Integr<strong>at</strong>ed m<strong>at</strong>eriel management (IMM)—<br />

“exercise of total DoD-level management<br />

responsibility for a federal supply group or<br />

class, commodity, or item for a single agency.<br />

It normally includes comput<strong>at</strong>ion of requirements,<br />

funding, <strong>and</strong> budgeting, storing, issuing,<br />

c<strong>at</strong>aloging, st<strong>and</strong>ardizing, <strong>and</strong> procuring<br />

functions.” 35<br />

As a global expeditionary force engaged in multiple<br />

long-term oper<strong>at</strong>ions, the U.S. military logistics system<br />

has developed complex <strong>and</strong> adaptable systems<br />

th<strong>at</strong> link together the support capabilities of the various<br />

services, federal support, commercial off-the-shelf<br />

(COTS) acquisition, host-n<strong>at</strong>ion support, contracted<br />

support, as well as research, development <strong>and</strong> acquisition<br />

of equipment <strong>and</strong> systems to support global oper<strong>at</strong>ional<br />

requirements. 36<br />

Throughout the U.S. military logistics system, a<br />

complex set of laws <strong>and</strong> regul<strong>at</strong>ions governing comm<strong>and</strong><br />

<strong>and</strong> control have been developed to integr<strong>at</strong>e<br />

civil-military capability for peacetime <strong>and</strong> wartime<br />

oper<strong>at</strong>ions. At the Joint level, for example, U.S. logistics<br />

seek to integr<strong>at</strong>e core Joint logistic capabilities<br />

(supply, maintenance oper<strong>at</strong>ions, deployment <strong>and</strong> dis-<br />
