of the Xi’an N<strong>at</strong>ional Aerospace Industry Base. Here,<br />

CASC is ramping up its spin-off for its small s<strong>at</strong>ellite<br />

technology <strong>and</strong> applic<strong>at</strong>ions. By concentr<strong>at</strong>ing these<br />

resources in an industrial base, as described earlier, it<br />

has won central funding <strong>and</strong> through a restructuring<br />

is <strong>at</strong>tracting outside investment. Already, after 2 years<br />

of oper<strong>at</strong>ion, numerous other aerospace rel<strong>at</strong>ed businesses<br />

have moved to the Xi’an base in areas of chip<br />

production, inertial guidance, sp<strong>at</strong>ial inform<strong>at</strong>ion systems,<br />

<strong>and</strong> new energy sources <strong>and</strong> so on, <strong>at</strong>tracting<br />

talent <strong>and</strong> investment. <strong>The</strong> base is expected to earn<br />

300 billion yuan by 2020. 143<br />

This str<strong>at</strong>egy holds gre<strong>at</strong> promise for CMI synergies<br />

since a sp<strong>at</strong>ial concentr<strong>at</strong>ion of assets to produce<br />

s<strong>at</strong>ellites <strong>and</strong> rel<strong>at</strong>ed technology for both military<br />

<strong>and</strong> civilian purposes help cre<strong>at</strong>e the potential for<br />

spin-on activity <strong>and</strong> two-way technology diffusion.<br />

Virtually every space technology being pursued is of<br />

interest to both military <strong>and</strong> civilian end-user; from<br />

position/navig<strong>at</strong>ion, micros<strong>at</strong>ellites, communic<strong>at</strong>ion<br />

s<strong>at</strong>ellites to remote sensing, <strong>and</strong> even manned space.<br />

For instance, advances in autonomous proximity maneuvering<br />

<strong>and</strong> virtual detection technology gre<strong>at</strong>ly<br />

aid in allowing a number of smaller s<strong>at</strong>ellites to fly in<br />

form<strong>at</strong>ion, comprising a network of s<strong>at</strong>ellites, making<br />

disruption difficult, <strong>and</strong> replacement far easier than<br />

if one large orbiting asset was disabled. 144 <strong>The</strong> same<br />

technology is applicable to co-orbital, anti-s<strong>at</strong>ellite activity.<br />

However, many obstacles exist to CMI in this<br />

sector. While the applic<strong>at</strong>ion of most s<strong>at</strong>ellites are<br />

dual-use in n<strong>at</strong>ure, <strong>and</strong> while CAS, universities, enterprises,<br />

<strong>and</strong> other civilian agencies are increasingly<br />

involved in upstream (manufacturing, launch services)<br />

<strong>and</strong> downstream (s<strong>at</strong>ellite applic<strong>at</strong>ion) activi-<br />
