fundamental flaws in the <strong>PLA</strong>’s conception of<br />

joint oper<strong>at</strong>ions. <strong>The</strong> main impediment to achieving<br />

interoperability was the 1999 joint oper<strong>at</strong>ions gangyao<br />

itself, which only required the services to form coordin<strong>at</strong>ing<br />

rel<strong>at</strong>ionships r<strong>at</strong>her than foster true interoperability.<br />

57 In fact, some <strong>PLA</strong> sources from this early<br />

period stress “joint oper<strong>at</strong>ion coordin<strong>at</strong>ion” (联合作战<br />

协同). 58 Under this construct, each service remained<br />

independent with respect to oper<strong>at</strong>ional forces, weapons<br />

<strong>and</strong> equipment, communic<strong>at</strong>ions networks, <strong>and</strong><br />

logistics, albeit under a unified comm<strong>and</strong>. 59<br />

Ultim<strong>at</strong>ely, the codific<strong>at</strong>ion of coordin<strong>at</strong>ion over<br />

true jointness has come to impede <strong>PLA</strong> capabilities.<br />

Instead of centralizing personnel into one organiz<strong>at</strong>ion,<br />

coordin<strong>at</strong>ion requires each service to exchange<br />

personnel between each of the service comm<strong>and</strong>s <strong>at</strong><br />

the campaign, juntuan (军团), <strong>and</strong> tactical levels. 60 Not<br />

only does such a system slow the transition to a wartime<br />

comm<strong>and</strong>, this process requires different services<br />

with their own cultures to mesh their own ways of oper<strong>at</strong>ing<br />

<strong>at</strong> every level of the campaign. <strong>The</strong> addition of<br />

new personnel also taxes every service comm<strong>and</strong> unit<br />

to provide computers, communic<strong>at</strong>ion equipment,<br />

<strong>and</strong> other types of equipment to newly arrived personnel.<br />

Indeed, one author asked “if every oper<strong>at</strong>ional<br />

jituan (集团) sends a liaison group <strong>and</strong> there are 5 to 7<br />

oper<strong>at</strong>ional groups, then there are 20 to 30 new people<br />

who all require comm<strong>and</strong> equipment. Where does it<br />

come from?” 61<br />

By 2003, the <strong>PLA</strong> leadership recognized th<strong>at</strong> coordin<strong>at</strong>ed<br />

joint oper<strong>at</strong>ions would not achieve the<br />

level of interoperability required by modern war. As<br />

a result, <strong>PLA</strong> analysts began to reconceptualize joint<br />

oper<strong>at</strong>ions into a new framework called “integr<strong>at</strong>ed<br />
