port documentation has two different steps. First there is the written material<br />

(sent in advance) and then there is the spoken presentation (during<br />

the meeting). The written communication influences its readers who may<br />

well reach their decision after reading the document. The presented material<br />

influences the listener who has already decided or who will now<br />

decide. Influencing someone who has already reached a decision is more<br />

difficult than influencing someone who has not yet reached a decision.<br />

To do this successfully the listener must have a high level of confidence<br />

in the speaker, a high level of self awareness and knowledge. Examples<br />

of content are computer costs, quality, goals, risk and benefits. Content is<br />

described in specifications (product and project) and in the decision support<br />

documentation. When documentation is created it is commonly<br />

lacking in many details. Some points are implied by the writer and by<br />

others involved in the process. Some points may be seen as unnecessary<br />

and therefore left out in order to save space and time (for writing and<br />

reading). Some information is kept secret because it does not conform to<br />

the image of what is presented. To the uninitiated reader the documentation<br />

may seem to be deficient and not show how the work has been carried<br />

out, how it has progressed and how the results have been achieved.<br />

If the decision support documentation is deficient in any way the decision<br />

maker fills in his/her own experiences, knowledge or own personal<br />

advantage. We can therefore assume that all information from some perspective<br />

is asymmetric.<br />

I have built a model for asymmetrically influenced decision making in<br />

IS/<strong>IT</strong> projects (see figure 7) containing both the descriptive and the normative.<br />
