<strong>COLLOQUE</strong>-FORMATION EN SANTÉ ENVIRONNEMENTALE Urgences en santé environnementale Risques de type Bhopal au Canada par Wayne Bissett* Résumé Au Canada comme dans les autres pays développés, il est inaccepta- ble de parler seulement des termes de risques de type Bhopal. En effet, les professionnels dans le domaine d*évaluation du risque doivent considérer les impacts de tout accident industriel majeur. Un tel accident peut être défini comme un événement non planifié qui peut se produire durant la fabrication, le transport, l'entre- posage, l'utilisation, la manipulation ou l'élimination des matiè- res dangereuses et qui entraînerait 1'émission d'une matière en quantité telle qu'elle représenterait un sérieux danger pour la santé, la vie, le bien ou l'environnement en dehors des limites d'une installation ou du droit de passage d'un moyen de transport. La sorte de substance dangereuse impliquée possède des caractéris- tiques de toxicité, flammabilité, explosivité ou réactivité. On peut établir une liste de telles substances mais il faut souligner que chaque situation est unique et doit faire l'objet d'une évalua- tion particulière du risque. Il est nécessaire aussi d'examiner non seulement les fabriquants mais aussi les transporteurs, les entrepôts et les usagers. L'expérience récente à Saint-Basile est la preuve qu'on examine toutes les phases de "life-cycle". /86
