Summary We note the allocations identified within the Plan <strong>and</strong> we will work with your Authority <strong>and</strong> potential developers to fully support sustainable economic<br />

development. However, your Authority <strong>and</strong> potential developers should be aware that the obligation <strong>of</strong> a water <strong>and</strong> sewerage undertaker extend to 'domestic<br />

supplies only'. Therefore where an employment allocation may result in higher dem<strong>and</strong>s <strong>of</strong> water supply <strong>and</strong>/or trade effluent discharges, then early<br />

consultation with Dwr Cymru Welsh Water is required to enable matters to be addressed.<br />

Summary The site shown on the attached plan at Black Cat Corner should be allocated for employment development under Policy EMP/2 either as a substitute for one<br />

or more <strong>of</strong> the employment allocations made by the policy or in addition to them.<br />

Change Sought: Allocate the site at Glan Conwy Corner, <strong>Ll<strong>and</strong>udno</strong> <strong>Junction</strong>.<br />

Summary Ther is significant overlap with Policy EMP/1<br />

The text says that employment constructed since 2007 should be taken into account, however the plan period runs from 2008.<br />

The Council has not sought to identify either the main forms <strong>of</strong> employment development for which there is likely to be a dem<strong>and</strong> over the plan period.<br />

There are deliverability issues with some <strong>of</strong> the commited sites <strong>and</strong> not all are suitable for B1 <strong>of</strong>fice use.<br />

The rural allocations are disproportionate <strong>and</strong> unlikely to be taken up fully.<br />

There is no firm evidence about the deliverability <strong>of</strong> the contingency sites.<br />

Change Sought: The site at Black Cat Corner should be preferable to the Esgyrn <strong>Site</strong>.<br />

We consider that alternative <strong>and</strong> genuinely deliverable sites should be identified as contingency sites. These should be allocations under Poilcy EMP/2 <strong>and</strong><br />

the policy should clearly specify the circumstances in which these can be released.<br />

Summary Due regard has been paid to policies EMP/1 <strong>and</strong> EMP/2 <strong>and</strong> the requirement for 7.2 hectares <strong>of</strong> employment l<strong>and</strong> (B1) on the site at Esgyryn. It is considered<br />

that the comments made throughout this submission on the level <strong>of</strong> over supply <strong>of</strong> employment l<strong>and</strong> clearly lay out our objection to the level <strong>of</strong> employment<br />

l<strong>and</strong> proposed <strong>and</strong> we would ask that due consideration be paid to the re-allocation <strong>of</strong> the l<strong>and</strong> uses on site to a move appropriate mix, with additional<br />

residential provision in line with the plan included at Appendix 2.<br />

Summary This policy significantly overstates the l<strong>and</strong> required for economic development purposes.<br />

The Abergele Business Park was granted planning permission under very questionable circumstances contrary to the local plan. Permission was granted on<br />

the underst<strong>and</strong>ing that it would create a thous<strong>and</strong> new high tech jobs. To date this site has achieved virtually nothing.<br />

Tir Llwyd has been in existence for approximately 30 years. To date it is probably half full. At Bodelwyddan <strong>and</strong> St Asaph there are several large employment<br />

sites empty.<br />

The events <strong>of</strong> the last 30 years do not support the over allocation <strong>of</strong> employment l<strong>and</strong>.<br />

Change Sought: The Abergele Business Park (Science Park) should be retained as originally agreed, i.e. No housing development on the site. The site south east <strong>of</strong> Abergele<br />

should be deleted from the Plan. The definition <strong>of</strong> commuting needs to be re-examined.<br />

19299 Mr Peter Faulkner [3633] 1 Object<br />

Summary This site has planning permission for employment uses. One <strong>of</strong> the themes <strong>of</strong> the LDP is to create jobs. The removal <strong>of</strong> this previously developed l<strong>and</strong> site<br />

from employment uses is illogical <strong>and</strong> sequentially unsustainable.<br />

The plan fails to demonstrate why other sequentially preferable <strong>and</strong> previously developed employment sites in the County have not been reviewed for housing<br />

potential the effect <strong>of</strong> which would reduce the scale <strong>of</strong> new <strong>and</strong> windfall allocation for the town.<br />

There is no evidence that the Traffic Improvement Scheme can be delivered or can achieve its stated objective<br />

Change Sought: Deletion <strong>of</strong> site.<br />

Summary Ou client continues to object to the Plan on the basis that l<strong>and</strong> at Towyn Way West has not been allocated for residential or other development <strong>and</strong> that the<br />

settlement boundary has not been appropriately amended.<br />

Whilst the site is situated within a flood risk zone, it is considered that the risk <strong>and</strong> consequences <strong>of</strong> flooding are likely to be accepetable <strong>and</strong> manageable.<br />

the l<strong>and</strong> in part comprises previously developed l<strong>and</strong> <strong>and</strong> is situated immediately adjacent to the settlement boundary.<br />

Change Sought: Allocate the l<strong>and</strong> at Town Way West for residential or other development.<br />

17631 P & W Broilers Ltd (Mr Rikki Pr<strong>of</strong>fitt) [4493] 1 Object<br />

Summary Our client objects to deletion <strong>of</strong> the previously proposed allocation <strong>of</strong> 27.9 hectares <strong>of</strong> l<strong>and</strong> at <strong>and</strong> adjoining Tir Lwyd, Kinmel Bay for employment purposes.<br />

Our client considers that the l<strong>and</strong> should continue to be included as an allocation for employment development.<br />

Change Sought: Reallocate the 27.9 acres <strong>of</strong> l<strong>and</strong> at Tir Lwyd for employment purposes.<br />

the l<strong>and</strong> should continue to be included as an allocation for employment development.<br />

Summary Llanfairfechan is clearly a location where additional employment develpment should be considered appropriate in terms <strong>of</strong> achieving a sustainble relationship<br />

between employment <strong>and</strong> residential areas. It is surprising that no employment allocations have been proposed for the settlement which is presently relatively<br />

poorly provided for in terms <strong>of</strong> employment opportunities.<br />

Representations have been submitted in relations to Policy HOU/1 which propose the allocation <strong>of</strong> Area B on the attached plan for residential development;<br />

this remains our preferred option. However, should this l<strong>and</strong> not be allocated for housing development, then we consider that the site should be considered<br />

for employment development.<br />

Change Sought: If not allocated for housing then allocate Area B for employment.<br />
