Whilst the site is situated within a flood risk zone, it is considered that the risk <strong>and</strong> consequences <strong>of</strong> flooding are likely to be accepetable <strong>and</strong> manageable.<br />

Summary Having regard to our representations elsewhere in which it has been concluded that the overall housing requirement should be increased, there is a need to<br />

identify additional housing allocations to meet the housing requirement. The contingency sites provide the obvious reserve from which the bulk <strong>of</strong> these sites<br />

should be drawn.<br />

L<strong>and</strong> at Pentwyn Road, Deganwy is particularly suitable in this regard <strong>and</strong> should be allocated.<br />

However, we remain concerned about the abilitiy <strong>of</strong> the identified l<strong>and</strong> supply to meet even the proposed housing taget <strong>of</strong> 6800 dwellings. Our particular<br />

concern is in relation to the assumed contribution from windfalls.<br />

Change Sought: The assumed level <strong>of</strong> contribution from windfalls is unrealistically high <strong>and</strong> should be amended appropriately.<br />

The consequece <strong>of</strong> this is that insufficent site are allocated.<br />

Pentwyn Road, Deganwy should be changed from an allocated site to a contingency site.<br />

Summary Objection to the l<strong>and</strong> opposite Pinewood Stables, Sychnanat Pass Road not being allocated.<br />

The Council has previuosly assessed the suitability <strong>of</strong> the site for housing <strong>and</strong> considered it as suitable for development.<br />

The site is highly accessible to jobs, shops, services, school etc by means other than car.<br />

There is a shortfall <strong>of</strong> housing l<strong>and</strong> allocated ini the Plan. The allocation <strong>of</strong> the site will assist in meeting this shortfall in what is a highly sustainable <strong>and</strong><br />

accessible location.<br />

Change Sought: The site know as l<strong>and</strong> opposite Pinweood Stables, Sychnant Pass Road be allocated for housing purposes.<br />

Summary I object to the identification in principle as opportunities for housing sites 58, 329 <strong>and</strong> 330, using prime farml<strong>and</strong>/recreational l<strong>and</strong> for c30 houses either as<br />

windfall sites or as rural exception sites.<br />

Raising the pr<strong>of</strong>ile <strong>of</strong> these sites, whilst keeping them under the radar, flags to developers the willingness <strong>of</strong> CC to develop them.<br />

These sites are L<strong>and</strong>scape Conservation Areas in the Gwynedd Structure Plan, Green Barriers in Conwy UDP <strong>and</strong> represent development outside the<br />

settlement area. They are prime agricultural l<strong>and</strong> <strong>and</strong> constitute a loss <strong>of</strong> existing greenfield l<strong>and</strong>.<br />

There is no evidence <strong>of</strong> housing need in this settlement.<br />

Our previous objections <strong>and</strong> observations still st<strong>and</strong>.<br />

We consider the 2011 edition unsound because:<br />

1. It still only specifies 6800 new housing units with 9600 required by the previous UK government.<br />

2. Although a contingency level <strong>of</strong> up to 7900 units is mentioned it is far from clear where the additional 1100 units would be located.<br />

3. It appears some contingency is in Kinmel Bay with a high flood risk.<br />

4. 325 dwellings are to be found by means <strong>of</strong> the Empty Homes Strategy - this seems unreaslistic <strong>and</strong> unsound.<br />

Change Sought: The LDP would be improved if some <strong>of</strong> the l<strong>and</strong> between Hawes Drive <strong>and</strong> Maes-y-Castell were designated as suitable for residential development.<br />
