Summary I believe that the policy on AHLN in minor villages <strong>and</strong> hamlets needs more flexibility, <strong>and</strong> also needs to be more specific in order to cater for a neglected but<br />

vital group <strong>of</strong> people who may well find their ambitions thwarted by the yardstick used to describe affordable homes. What exactly is meant by 'affordable<br />

homes'<strong>and</strong> 'exceptional circumstaces'. Example included in full response, attached.<br />

Change Sought: Policy HOU/1 para 1e needs more flexibility, <strong>and</strong> to be more specific in its definitions. See attachment for a local example where an application was refused<br />

Summary (Table 5 HOU1/b)There is no equivalent Welsh word for 'Hamlet'. In my ward <strong>of</strong> Uwchaled, Llangwm is classified as a minor village, whereas Llanfihangel<br />

Glyn Myfyr is classified as a hamlet. Both villages have a recognisable village centre with a similar number <strong>of</strong> houses therein. I see this as an anomaly which<br />

gives Llangwm an undue advantage over Llanfihangel in terms <strong>of</strong> AHLN. Personally, I find the distinction made in English between a minor village <strong>and</strong> a<br />

hamlet as being out <strong>of</strong> kilter with the Welsh tradition <strong>of</strong> small villages <strong>and</strong> larger villages.<br />

Change Sought: Hamlets <strong>and</strong> minor villages should be treated as one <strong>and</strong> the same, if only because both are equally important to the culture <strong>and</strong> language, <strong>and</strong> both need to<br />

be sustainable as opposed to being stuck in a time warp.<br />

Summary Insufficient l<strong>and</strong> has been allocated for housing within the plan area <strong>and</strong> in Llanfairfechan in particular. Ths restricts the flexibility to deliver the required<br />

housing l<strong>and</strong> <strong>and</strong> affordable housing within th eplan period in the event <strong>of</strong> allocated sites not being implemented. Llanfairfechan is capable <strong>of</strong> providing more<br />

housing units in a sustainable manner than that shown in the proposals map <strong>and</strong> the figure given in Policy HOU/1. Use <strong>of</strong> brownfield/underutilised brownfield<br />

employment sites should be given priority for housing in appropriate locations.<br />

Change Sought: Allocate the Dexter products site at Llanerch Road, Llanfairfechan for housing purposes<br />

Summary The proposed housing allocation in relation to the coastal eastern part <strong>of</strong> the county is totally different to the Preferred Strategy. Since the Deposit LDP is in<br />

effect a different document from the Preferred Strategy as it relates to housing, there should have been further consultation with the general public.<br />

Loss <strong>of</strong> recreation grounds - Health<br />

The proposed development <strong>of</strong> St George Road will result in the loss <strong>of</strong> public recreation grounds.<br />

Countryside<br />

The l<strong>and</strong> to be developed south east <strong>of</strong> Abergele (<strong>of</strong>f St George Road <strong>and</strong> Llanfair Road) consists <strong>of</strong> outst<strong>and</strong>ingly beautiful countryside.<br />

Change Sought: In order that existing rural business' <strong>and</strong> facilities such as schools <strong>and</strong> bus services etc are protected for the long term the percentage allowance should be<br />

increased to 20% <strong>and</strong> conversely the percentage in urban areas should be reduced to 80%.<br />
