Summary "A County <strong>of</strong> outst<strong>and</strong>ing natural beauty, which will respect, protect <strong>and</strong> enhance its environment <strong>and</strong> heritage."<br />

The proposed development on either side <strong>of</strong> Llanelian Road is counter to the excellent objective above. This l<strong>and</strong> is indeed a beautiful, natural habitat for: the<br />

cuckoo, the badger, the fox, the curlew, the bat <strong>and</strong> many other creatures. It is wonderful Welsh countryside <strong>and</strong> the hedges <strong>of</strong> gorse,oak,blackthorn,holly<br />

<strong>and</strong> elder are amongst the finest on view anywhere in the world.<br />

Change Sought: I suggest that areas either side <strong>of</strong> Llanelian Road remain greenfield because <strong>of</strong> their outst<strong>and</strong>ing natural beauty <strong>and</strong> richness.<br />

Development - It is not true that this l<strong>and</strong> has been developed - it remains farming l<strong>and</strong>. It was designated Special L<strong>and</strong>scape in the 1999 Plan - what has<br />

changed since then?<br />

Summary - There is a woodl<strong>and</strong> area adjoining this piece <strong>of</strong> l<strong>and</strong> - any housing development would totally desecrate this beautiful environment.<br />

- The volume <strong>of</strong> traffic using the road would increase immensely <strong>and</strong> make accidents more likely to happen.<br />

- I would like to know why a plot <strong>of</strong> l<strong>and</strong> (Plot 344) was removed from the LDP at an earlier stage due to 'Highways Issues' - when Plot 335 is going ahead<br />

even though they are both on the same stretch <strong>of</strong> road?<br />

- This l<strong>and</strong> currently is an area classed as 'rural' - which I believe means that is l<strong>and</strong> that cannot be developed.<br />

- The way in which local residents were made aware <strong>of</strong> this LDP proposal can only be described as 'underh<strong>and</strong>'.<br />

Change Sought: I ask that Plot 335 be removed from the LDP.<br />

Summary The allocation <strong>of</strong> the site would also be consistent with national policy as set out in Planning Policy Wales (as amended by MIPS 01/2006). We believe that<br />

the allocation <strong>of</strong> the larger site for residential purposes would have the ability to meet a number <strong>of</strong> the aims <strong>and</strong> objectives <strong>of</strong> national policy as follows:-<br />

To provide a greater choice for people over the type <strong>of</strong> housing <strong>and</strong> the location within which they live;<br />

To provide an edge <strong>of</strong> settlement development with a mix <strong>of</strong> affordable <strong>and</strong> market housing which represents a rounding <strong>of</strong>f <strong>of</strong> the existing settlement<br />

boundaries;<br />

To locate development where it is easily accessible by public transport, walking, cycling to local jobs, shops, services etc;<br />

To assimilate development into the l<strong>and</strong>scape through the use <strong>of</strong> a site which is bounded on three sites by development <strong>and</strong> particularly to the south by l<strong>and</strong><br />

which is at a higher level;<br />

To make an efficient use <strong>of</strong> l<strong>and</strong> through the provision <strong>of</strong> a mix <strong>of</strong> housing types with an average density <strong>of</strong> over 30 dwellings per hectare.<br />

Change Sought: That the site at Dolwen Road, Old Colwyn identified in red on the attached plan be allocated for housing development under policy HOU/1 <strong>and</strong> Table 13.<br />

Summary The l<strong>and</strong> is not currently within the settlement boundary. It is not an Urban area as defined in the report.<br />

l<strong>and</strong> is in open countryside <strong>and</strong> has "Special L<strong>and</strong>scape Value" status<br />

plots in Old Colwyn 360, 350, 346 have been excluded from the LDP because the l<strong>and</strong> reaches open countryside. This has not been considered in the<br />

assessment for this plot which clearly reaches open countryside.<br />

The road infrastructure cannot accommodate further increases in traffic. The road is narrow at the Llanelian Rd/Dolwen Rd junction<br />

The plot <strong>of</strong> l<strong>and</strong> opposite plot 335 was rejected for inclusion due to highway issues.<br />

Change Sought: Plot 335 should be rejected from the LDP due its distance from schools <strong>and</strong> other amenities (Note plot 350 similar distance from amenities was rejected for<br />

this reason)<br />

Summary As per my letters <strong>of</strong> 9th July 2004; <strong>and</strong> 29th March 2007 - I am writing to ask that allocation shown in the recently published Plan be reconsidered <strong>and</strong><br />

extended as per the Plan attached.<br />

I would contend that the topography is suitable for an extended development <strong>and</strong> there is sufficient local dem<strong>and</strong>. I have included the wooded areas as these<br />

could form part <strong>of</strong> the amenity space for the development, but more critically that they could then be managed <strong>and</strong> protected more appropriately.<br />

I trust that this will be given due consideration.<br />

Summary The l<strong>and</strong> is not within the settlement boundary <strong>and</strong> is currently classified as rural. The l<strong>and</strong> has never been previously developed <strong>and</strong> the whole area around<br />

is "Special L<strong>and</strong>scape Value".<br />

Public services are inadequate, with no doctor or dentist within the immediate area <strong>and</strong> only a limited bus service.<br />

Dolwen Road is very narrow with no pavements either side <strong>and</strong> extra traffic would only increase the danger to pedestrians.<br />

Summary Firstly, it has not been prepared in accordance with the original Delivery Agreement. Secondly, the LDP has not been produced in accordance with the Conwy<br />

County Borough Council Community Involvement Scheme<br />

The allocation <strong>of</strong> this site for housing development demonstrates a clear over-reliance on green-field sites <strong>and</strong> a failure to properly assess the capacity <strong>of</strong><br />

previously developed l<strong>and</strong> in the locality.<br />

There is no credible evidence base that the allocation <strong>of</strong> this green-field site for housing development is appropriate.<br />
