Summary The site opposite the Primary School at Eglwysbach should be allocated for a mixed use to include parking <strong>and</strong> vehicular drop <strong>of</strong>f area for the school.<br />

The site is free from environmental constraints, incuding flood risk <strong>and</strong> ecology constraints. The allocated site has previously been subject to flood risk.<br />

The site can deliver <strong>and</strong> secure long term communitiy safety benefits through the provision <strong>of</strong> a safe drop-<strong>of</strong>f <strong>and</strong> pick-up area for the village school.<br />

The village would benefit greatly with additional rural housing in a sustainable location through the allocation <strong>of</strong> this alternative site.<br />

Change Sought: Allocate site opposite Primary School at Eglwysbach for a mixed use site to include parking <strong>and</strong> vehiclular drop <strong>of</strong>f area for the school.<br />

Summary We objected to allocation <strong>of</strong> this site <strong>and</strong>, as practically half the site is located within the C2 zone, according to TAN15, highly vulnerable development should<br />

not be permitted. We would maintain this objection. We note again that you intend only to allow that part <strong>of</strong> the site outside the C2 zone to be developed,<br />

but, as in the other sites, an allowance for climate change must be included <strong>and</strong> therefore it is likely that the developable area would be severely restricted.<br />

In the justification text on page 32, mitigation measures, including l<strong>and</strong> raising have been proposed.<br />

Change Sought: Whilst raising the l<strong>and</strong> may afford on-site protection, this could not be done without careful consideration <strong>of</strong> effects to third parties <strong>of</strong>f site. If the site cannot<br />

be developed without raising the l<strong>and</strong>, this must be investigated prior to allocation.<br />

Summary I object because:<br />

1. A proposal to build on here was refused by the Welsh Office in 1990, due to:<br />

a) it would have an adverse impact on the Welsh language <strong>and</strong> culture<br />

b) it would spoil the character <strong>of</strong> the village<br />

c) it is not in the middle <strong>of</strong> the village, it is on the edge,<br />

d) it would cause an increase in traffic<br />

e) the sewerage works could not cope<br />

4. There are no pavements <strong>and</strong> the local park is at the opposite end <strong>of</strong> the village.<br />

Change Sought: Remove the housing allocation at Heol Martin, Eglwysbach.<br />

Summary I propose the L<strong>and</strong> <strong>of</strong>f Maes Llan as alternative site which I own.<br />

A previous planning application was refused as there were no plans to develop Eglwysbach area.<br />

I <strong>of</strong>fer the l<strong>and</strong> to be developed with a smaller number <strong>of</strong> houses that are <strong>of</strong> an affordable nature to pepople in the local commuity <strong>and</strong> out lying villages.<br />

Change Sought: Allocate the l<strong>and</strong> <strong>of</strong>f Maes Llan as an alternative.<br />
