No objection in principle, however any proposed access onto the A470 will need the approval <strong>of</strong> the Assembly. In addition, it is likely any proposed access<br />

shall incorporate a proposal to stop up the existing Top Llan Road/A470 junction <strong>and</strong> provide a diversion using the new access.<br />

Summary This draft allocation is unrealistic for the following reasons:-<br />

i)It follows no logical boundary on the ground (unlike the application <strong>and</strong> allocation proposal by MacBryde Homes which have firm, long term defensible<br />

boundaries);<br />

ii)It is on a part <strong>of</strong> the site that is particularly steep <strong>and</strong> will therefore be extremely difficult to develop in isolation from the rest <strong>of</strong> the site (see further below);<br />

iii)It will not allow the substantial highway benefits to be provided which were put forward as part <strong>of</strong> the withdrawn application <strong>and</strong> which would follow from the<br />

allocation <strong>of</strong> the whole site.<br />

Change Sought: That the site at Top Llan Road/Llanrwst Road shown on the plan at Appendix 1 be allocated for housing.<br />

Summary The Top Road site in Glan Conwy designates steeply sloping l<strong>and</strong> with restricted access onto the A470 trunk road for high density development but ignores<br />

more developable adjacent l<strong>and</strong>. This site could not deliver sustainable homes for life in that context nor provide an acceptable means <strong>of</strong> access.<br />

Assessment is clearly lacking.<br />

Change Sought: Further assessment <strong>of</strong> the site's developability is required.<br />

Summary This allocation would be detrimental to the area's beauty <strong>and</strong> therefore the plan's tourism strategy. The site is on grade 2 agricultural/green field l<strong>and</strong> <strong>and</strong> in<br />

an area <strong>of</strong> l<strong>and</strong>scape beauty. The allocation goes against the Welsh Assembly's policy to protect the Welsh Language as the dwellings would most likely be<br />

taken by non-Welsh Speakers. There are over 20 dwellings in the village that have been on the market for 6 months so are more needed? There was a lack<br />

<strong>of</strong> consultation with the local community. The local infrastructure would not be able to meet needs <strong>of</strong> the population increase.<br />

Change Sought: Remove <strong>Site</strong> 270 from plan<br />
