Abergele has seen <strong>and</strong> absorbed significant growth over the periods <strong>of</strong> the Coastal Colwyn Local Plan <strong>and</strong> the Colwyn Borough Local Plan. This has resulted<br />

in large scale housing growth to the south <strong>of</strong> the town (e.g. Tan y Gopa<br />

area), <strong>of</strong>f Sea Road <strong>and</strong> in Pensarn.<br />

It indicated its preference for housing growth for option 1 (ie 3750 dwellings over the plan period). This remains the Town Councils objective for the LDP.<br />

The Town Council finds no significant justification or evidence base for the housing figure now set out, that target having risen to 6300 dwellings (+10%).<br />

Change Sought: Reduce level <strong>of</strong> growth from 6300 to 3750.<br />

Summary Members expressed concern that four <strong>of</strong> the proposed sites - Glyn Farm, Colwyn Bay, Dinerth Hall Farm, Rhos on Sea, Ll<strong>and</strong>rillo College, Rhos on Sea <strong>and</strong><br />

Dolwen, Old Colwyn are situated on greenfield sites whilst only one - 94 Conwy Road is on a brownfield site.<br />

Members felt that more consideration should have been given to brownfield sites such as the Education Office on Dinerth Road. This site could well replace<br />

one or more <strong>of</strong> the greenfield sites.<br />

Change Sought: Replace Education Office, Dinerth Road site for one or more <strong>of</strong> the following greenfield sites.<br />

Summary We do not see why there is a requirement for tier 1 <strong>and</strong> tier 2 villages.<br />

Change Sought: We propose that AHLN be provided at 30% on all development sites in the plan. This reflects the percentage <strong>of</strong> AHLN required over the period <strong>of</strong> the plan<br />

period.<br />

Summary Our principal objection is that local council tax payers residing adjacent to certain Urban Development Strategy Area sites e.g.<br />

<strong>Site</strong> ref. 432 have not been consulted.<br />

Change Sought: Local residents should receive details <strong>of</strong> planned developments well in advance <strong>of</strong> decisions, be invited to attend progress meetings, <strong>and</strong> points raised by<br />

individuals <strong>and</strong> action groups should be shown to have been taken into consideration.<br />

If residents' objections are rejected in a manner to which is deemed unsatisfactory by the residents then the matter shall be referred to an <strong>of</strong>ficial, impartial<br />

arbitration body whose decision shall be binding.<br />

Summary We have reviewed the Sustainability Appraisal <strong>and</strong> Strategic Environmental Assessment <strong>and</strong> must express concern that site selection has been carried out<br />

without adequate regard to TAN 15 on flooding, which is clearly a relevant consideration to sustainability <strong>and</strong> strategic environment assessment. Until this is<br />

remedied all sites in the floodplain should be deleted <strong>and</strong> the units re-allocated to other sites. For the avoidance <strong>of</strong> doubt liability to flooding is a key material<br />

consideration in the allocation <strong>of</strong> sites <strong>and</strong> has been disregarded by the Council on the allocation <strong>of</strong> sites.<br />

Change Sought: <strong>Site</strong> selection has been carried out without adequate regard to TAN 15 on flooding. Until this is remedied all sites in the floodplain should be deleted <strong>and</strong> the<br />

units re-allocated to other sites.<br />

Summary Whilst no objection is raised to the broad strategy contained in the policy, It is considered that the allocations to the respective settlements in policy 1a to be<br />

far too prescriptive <strong>and</strong> that greater flexibility is warranted. There is no justification for such allocations, other than one which appears to be based on<br />

perceived dem<strong>and</strong>.<br />

Change Sought: To omit any references within the policy to the numbers or percentages <strong>of</strong> the whole ''allocated'' to each settlement area.<br />

Summary Abergele has seen significant increase in housing development over the past few years <strong>and</strong> the town in becoming contested. Further housing provision would<br />

make congestion worse. The planned housing also involves building on the football pitches, which so many <strong>of</strong> our children have enjoyed playing on over the<br />

years. Sport also keeps them fit <strong>and</strong> healthy. The leisure facilities are already limited in Abergele <strong>and</strong> the loss <strong>of</strong> the pitches would reduce this further. The<br />

school run is also significantly congested <strong>and</strong> further housing development would only increase this. It is already difficult getting appointments at the doctor's<br />

surgery.<br />

Change Sought: To ab<strong>and</strong>on new housing development in Abergele, certainly not on any recreational l<strong>and</strong>/sports fields.<br />

Summary The dwelling requirement within Policy HOU/1 does not take account <strong>of</strong> the new local authority household projections,using the recently published 2006based<br />

household projections, the dwelling requirement in Conwy could be in the region <strong>of</strong> 9,300 dwellings or 620 dwellings per annum. This represents a<br />

substantial increase on the LDP suggested dwelling requirement <strong>of</strong> 6,300 dwellings.<br />

Change Sought: The overall dwelling requirement should be increased to the level proposed within the new local authority 2006 based household projections.in terms <strong>of</strong><br />

dwellings the latest household projections provide a dwelling requirement <strong>of</strong> about 9,300 dwellings. The shortfall in housing allocations should be addressed<br />

through the identification <strong>of</strong> further housing sites in the most sustainable parts <strong>of</strong> the County, close to the key employment areas <strong>and</strong> public transport hubs <strong>of</strong><br />

<strong>Ll<strong>and</strong>udno</strong> <strong>Junction</strong>. The search for alternative sites should include for the provision <strong>of</strong> additional housing sites on the edge <strong>of</strong> Conwy town.<br />
