With regard to the remainder of the site, the Assembly has no objection in principle, provided access is obtained via Ffordd Ty Gwyn. 1441 Leith Planning Ltd (Mr Chris Plenderleith) [1791] 1 Support Summary Whilst the level of employment land provision is not being challenged (albeit it would appear to be quite a substantial requirement) the distribution should be more balanced and appropriate. Change Sought: Whilst the level of employment land provision is not being challenged (albeit it would appear to be quite a substantial requirement) the distribution should be more balanced and appropriate. The provision of a different split of residential and employment land (7 hectares residential to 3.2 hectares of employment) at the mixed use site at Esgyryn will help to achieve this, and will further assist in the promotion of sustainable developments and reduced commuter travel. 1197 Mr Gwyn Jones [1277] 1 Object Summary Objection to the LDP on the basis that land at Towyn Way West is not allocated for residential or other development and that the settlement boundary has not been appropriately amended to incorporate the site. The Authority's assessment of the site is not accepted. Change Sought: Allocate Land at Towyn Way West, Towyn, in the Plan as mixed use, residential or employment. 1560 Countryside Council for Wales (Mr Richard Ninnes) [1948] 1 Object Summary We are concerned that it is not clear whether or not the new allocations have been taken through the SEA process. We therefore consider that this part of the plan does not appear to meet fully the SEA requirements and to be unsound. Change Sought: Ensure that the new allocations have been taken through the SEA process and that this is clearly detailed within the Plan. 381 Penmaenmawr Town Council (Cllr Dafydd Lloyd-Borland) [682] 1 Object Summary In order for any town to thrive we feel that it is extremely important to protect employment sites in addition to allocating housing sites. It is noticeable that no employment sites have been allocated within the town boundaries of Penmaenmawr and Dwygyfylchi. In our opinion this is a serious omission. We accept that new employment sites are unlikely to come forward however, existing employment sites are under threat of potential housing development which has a higher land value. Change Sought: Allocate employment sites within the boundaries of Penmaenmawr and Dwygyfylchi 1741 Barton Willmore (Mr Michael Courcier) [44] 1 Object Summary Esgyryn Llandudno Junction: From the documentation available, the deliverability of the employment element of the proposed mixed development has not been properly assessed. In particular, it has not been established that the proposed 90 dwellings would be sufficient to cross-fund the proposed employment development. Change Sought: In the absence of an adequate assessment of deliverability, the site (Esgyryn) should be deleted in preference to the Glan Conwy site. 1429 Leith Planning Ltd (Mr Chris Plenderleith) [1791] 1 Object Summary It is considered that the allocation of mixed use development such as that proposed at Esgyryn is sound and robust however, the Council have disregarded a sustainable and viable development, as shown on the masterplan prepared by Pod in favour of a mixed development which is too heavily weighted towards employment and actively discourages sustainable development where people can live and work in the same site. Change Sought: The mix advocated by the adopted masterplan (whatever that means - it certainly not adopted in the development plan sense because it has not subject to adequate public consultation) is not deemed to be sustainable. The proposal by Pod design and outlined in greater detailed within the vision attached at appendix 5 is considered to be sustainable, viable and appropriate for the site and Llandudno Junction as a whole. 1735 Barton Willmore (Mr Michael Courcier) [44] 1 Object Summary The Deposit Draft LDP makes inadequate provision for employment development. The Glan Conwy Corner site is well-placed to redress deficiencies as it is located immediately adjacent to the existing built-up area of Llandudno Junction; has high accessibility to the A55 and main-line rail services; and is suitable for a high amenity business park of the type that can attract high value service industries. The Wales Spatial Plan identifies such service industries as being fundamental to the growth of the North Wales economy. Change Sought: The site shown on the attached plan at Glan Conwy Corner should be allocated for employment development under Policy EMP/2 either as a substitute for one or more of the employment allocations made by the policy or in addition to them. 1421 Leith Planning Ltd (Mr Chris Plenderleith) [1791] 1 Object Summary Having reviewed the delivery agreement and the community involvement scheme concern is raised that land owners have not been sufficiently able to participate in the evolution of the LDP process. See section 6.5-6.8 of the attachment for full response. Change Sought: We would ask that any further dialogue concerning the Esgyryn site be conducted with the two principal land owners namely the Welsh Assembly and Leith Planning on behalf of Arfon Pierce. Concern is raised that the local authority have made assumptions on the matter of viability for the mixed use development at Esgryrn site without dialogue with the land owner, nor have the Council outlined how they have reached this conclusion. 1578 Carter Jonas (Mrs Charlene Sussums) [50] Summary It is considered that upon examining the Deposit Local Development Plan, insufficient employment allocation has been put forward in order to satisfy the employment land demand and supply for Conwy. Accordingly it is considered that the plan is unsound and does not meet the soundness test of CE2. Additional site suggested. Change Sought: Additional site suggested - site south of hen ffordd Gonwy. See attachment for site plan. 1558 Carter Jonas (Mrs Charlene Sussums) [50] Summary It is considered that upon examining the Deposit Local Development Plan, insufficient employment allocation has been put forward in order to satisfy the employment land demand and supply for Conwy. Accordingly it is considered that the plan is unsound and does not meet the soundness test of CE2. Additional site suggested. Change Sought: Additional site suggested - Land between railway line and A55, see attachment for site plan. 1 Object 1 Object 1772 Mostyn Estates Limited (Mr Peter Caldwell) [717] 1 Object Summary Policy EMP/2 Employment Sites Land between Wormhout Way and Conway Road, Llandudno (Page 92) The Wales Spatial Plan identifies Llandudno area as a key employment centre for North Wales. With the opening of the Welsh Assembly Government offices it is expected that other quality businesses will seek to locate in the area. When The Point is developed there are no other identified sites available for quality development in the Plan period. This will have a detrimental effect on future employment prospects in the area. Change Sought: Proposal It is submitted that an additional B.1 site should be allocated for high quality office use on the entrance to Llandudno. This suggested site is situated adjacent to the A470 and is shown on the attached plan (3.85ha approx.) It is a sustainable site served by several bus routes, one mile from Llandudno Station and two miles from Junction 19 on the A55, good access and availability of services. This site should only be developed after The Point is substantially completed and would be subject to extensive landscaping and good design requirements. As there is no prestige site for an office park in Llandudno, Conwy and Colwyn Bay which is available for high quality development, the Inspector is requested to consider recommending that the site in Conway Road, Llandudno be allocated for high quality office development. 277

See attachment for site plan. 1 Object 1 Object 1813 Redrow (Mr Robin Buckley) [1996] 1 Object Summary Redrow object to Policy EMP/2 - Site Allocation to Meet B1, B2 and B8 Employment Demand and Free Stock Levels, for the following reason:- 1.Redrow object to the omission of land on the south east side of Abergele (refer to attached plan) for mixed use development, with potential to provided 14 ha of high quality employment land linked to the construction of the East Abergele By-Pass. Change Sought: The land show on the attached plan should be allocated as a mixed use development area and development allowed to proceed in accordance with a development brief which will determine the precise form of the development, infrastructure requirements, phasing and the provision of community facilities. 278
