Raising the pr<strong>of</strong>ile <strong>of</strong> these sites, whilst keeping them under the radar, flags to developers the willingness <strong>of</strong> CC to develop them.<br />

These sites are L<strong>and</strong>scape Conservation Areas in the Gwynedd Structure Plan, Green Barriers in Conwy UDP <strong>and</strong> represent development outside the<br />

settlement area. They are prime agricultural l<strong>and</strong> <strong>and</strong> constitute a loss <strong>of</strong> existing greenfield l<strong>and</strong>.<br />

There is no evidence <strong>of</strong> housing need in this settlement.<br />

Summary PPW sets out the approach for considering which sites should be allocated for housing. These have been adopted by the Council in their assessment<br />

methodology, however, in the case <strong>of</strong> the l<strong>and</strong> north <strong>of</strong> Towyn Road, Abergele the Council have not taken into full account the planing hisotyr <strong>of</strong> the stie <strong>and</strong><br />

its extant unrestricted permission for 192 residential chalets.<br />

As such the assessment <strong>of</strong> the site is not considered robust <strong>and</strong> has not been undertaken in full view <strong>of</strong> the criteria set out within PPW.<br />

Change Sought: Allocate the brownfield site at Towyn Road, Abergele in preference to other sites in the Abergele area.<br />

Summary The development boundary for Llysfaen should be extended to include the submitted site as it will allow for further substantial housing growth in Llysfaen.<br />

Extending the settlement limit to include the site would fit in with the existing settlement pattern <strong>and</strong> would effectively round <strong>of</strong>f the existing settlement limit.<br />

The area <strong>of</strong> l<strong>and</strong> includes l<strong>and</strong> which contains a significant cluster <strong>of</strong> houses. Redefining the green wedge to exclude this cluster <strong>of</strong> housing will provide<br />

stronger defensible boundaries to the green wedge.<br />

The l<strong>and</strong> is immediately available for development, is appropriate for residential development <strong>and</strong> in a sustainable location.<br />

Change Sought: Include l<strong>and</strong> to the West <strong>of</strong> Rhianfa, Llysfaen for housing.<br />
