Summary Whilst section 3.14.5 advises that <strong>Ll<strong>and</strong>udno</strong>, <strong>Ll<strong>and</strong>udno</strong> <strong>Junction</strong> <strong>and</strong> Conwy are to provide up to 20540 dwellings, the two sites proposed for development<br />

within <strong>Ll<strong>and</strong>udno</strong> <strong>Junction</strong> represent just 8% <strong>of</strong> the provision for the three key towns. This figure is considered to be wholly insufficient to meet the needs <strong>of</strong><br />

such a major town <strong>and</strong> particularly with so much employment l<strong>and</strong> focus.<br />

It would be unsustainable to provide lots <strong>of</strong> employment l<strong>and</strong> without the associated housing development at <strong>Ll<strong>and</strong>udno</strong> <strong>Junction</strong> to support the objectives <strong>of</strong><br />

sustainable development. It is considered that additional housing l<strong>and</strong> should be provided within <strong>Ll<strong>and</strong>udno</strong> <strong>Junction</strong>.<br />

Change Sought: Additional housing l<strong>and</strong> should be provided within <strong>Ll<strong>and</strong>udno</strong> <strong>Junction</strong>. This can be achieved through most effective <strong>and</strong> efficient use <strong>of</strong> sites that have<br />

already been allocated for development such as Esgyryn.<br />

Summary The overall figure <strong>of</strong> 6800 developments within the County is much too high to the current existing developments <strong>and</strong> is far too ambitious for the county to<br />

absorb without considerations for other factors such as public play areas, employment, schools, doctor, surgeries <strong>and</strong> dentistry provisions <strong>and</strong> transportation<br />

issues.<br />

All the developments with Penmaenmawr <strong>and</strong> Dwygyfylchi appear to be on greenfield sites <strong>and</strong> no consideration has been given for existing brownfield sites.<br />

Change Sought: The Town Council would welcome a substantial scaling down <strong>of</strong> the development with a need to actively seek existing brownfield sites for the developments<br />

to continue.<br />

Summary The LDP is unsound given that the document has an overreliance on windfall sites <strong>and</strong> extant permission to meet the housing delivery targets <strong>of</strong> the district.<br />

Only 37% <strong>of</strong> the districts housing supply will be provided by allocated site up to 2022. Residential allocations provide the most secure <strong>and</strong> deliverable sources<br />

<strong>of</strong> swellings yet the council has chosen to rely on undelivered extant planning permissions <strong>and</strong> windfall sites. The potential for an undersupply <strong>of</strong> dwellings to<br />

occur <strong>and</strong> the lack <strong>of</strong> flexibility in the LDP to respond to such an occurrence renders the LDP unsound.<br />

Change Sought: <strong>Site</strong> reference 382, L<strong>and</strong> adjoining Tyddyn Bach, Penmaenmawr should be allocated for housing.<br />

22535 Penmaenmawr Golf Club (Mr Clive T Brown) [5184] 1 Object<br />

Summary We object to the c<strong>and</strong>idate site reference 329.<br />

The area <strong>of</strong> l<strong>and</strong> was erroneously the subject <strong>of</strong> an outline planning application by a previous committee <strong>of</strong> the club. This committee failed to realise the<br />

impact <strong>of</strong> building on this l<strong>and</strong> would have on the ability <strong>of</strong> the club to continue to play golf on the existing adjoining areas.<br />

The committee failed to take account <strong>of</strong> the affect any injunction to stop playing golf on the grounds <strong>of</strong> safety would have on the credibility <strong>of</strong> the golf course.<br />

This will undermine the financial viability <strong>of</strong> the club for the future.<br />

Change Sought: Do not allocate the c<strong>and</strong>idate site 329 or allow any development on the site.<br />

22523 Abergele Town Council (Mrs M<strong>and</strong>y Evans ) [5181] 1 Object<br />

Summary We consider the scale <strong>of</strong> growth excessive <strong>and</strong> unjustified to meet the needs <strong>of</strong> the Town <strong>and</strong> the LDP lacks a robust <strong>and</strong> credible evidence to support it, fails<br />

to demonstrate whether the community has or is capable <strong>of</strong> delivering the necessary infrastructure <strong>and</strong> house building capacity to support growth (particularly<br />

in combination with the impacts <strong>of</strong> development proposed in Bodelwyddan) <strong>and</strong> would have impact on the culture <strong>of</strong> the Town (including the Welsh language.<br />

Change Sought: Greater emphasis should be placed on a lower level <strong>of</strong> growth that supports existing community infrastructure <strong>and</strong> natural population change.<br />
