the mechanism of new allocations and additional, reserve allocations scheduled under the contingency arrangements.
I am aware of the adverse comments from interested pressure groups and those with vested interests but I feel that, as an Authority, the approach you have
taken is commendable.

plan, in particular Policy DP/1, DP/3, DP/4 DP/5 and DP/6.
