Referral Process ABP<br />

How are referrals to EDD made?<br />

The ABP 589, <strong>General</strong> <strong>Relief</strong> Notice to Register for<br />

Work, (a LEADER generated form) is used to refer<br />

individuals to EDD. Registration is also required <strong>of</strong><br />

those whose employability status has been<br />

changed to Employable.<br />

Employable individuals must self-register at the<br />

EDD <strong>of</strong>fice.<br />

Although EDD does not stamp the ABP 589 as<br />

verification <strong>of</strong> registration, the individual must<br />

return the printout received at EDD as part <strong>of</strong> the<br />

self-registration process.<br />

EDD requires identification for all individuals<br />

who utilize their services. Identification required<br />

by EDD is similar to GR requirements.<br />

Refer to GR 40-111.2 for GR identification<br />

requirements.<br />

Individuals who do not have acceptable<br />

identification may be aided on an interim basis<br />

pending receipt <strong>of</strong> permanent identification when<br />

all other GR requirements are met.<br />

requirements.<br />

‣ A 60-day FAC is established for the receipt<br />

<strong>of</strong> identification<br />

‣ The individual is not re-referred to EDD.<br />

Each employable individual is given seven<br />

calendar days from the date <strong>of</strong> application to<br />

register for work with EDD. If the seventh<br />

calendar day falls on a weekend or holiday, the<br />

EDD registration due date is the next working<br />

day.<br />

Is non-compliance initiated when an individual<br />

fails to register for work?<br />

Yes, when employable individuals fail to register for<br />

work, without good cause, non-compliance is<br />

initiated by LEADER.
