When the purchase <strong>of</strong> tools is required to secure fulltime<br />

employment, a special need allowance up to a<br />

maximum <strong>of</strong> $50 may be issued to an employable<br />

individual. For GR purposes, the term “tools” may<br />

also include such items as required uniforms and<br />

safety shoes.<br />

GR 44-234.2 Criteria<br />

What are the criteria for issuing a special need for<br />

occupational or trade tools?<br />

• The ABCDM 228, “Applicant’s Authorization for<br />

Release <strong>of</strong> Information,” is used to obtain the<br />

individual’s consent to contact the employer.<br />

• If the individual refuses to sign the ABCDM 228,<br />

the special need allowance is not issued.<br />

• The employer must verify that immediate full-time<br />

employment is available for the individual if the<br />

individual provides his or her own tools.<br />

• The employer must verify that the purchase <strong>of</strong> the<br />

tools cannot be deferred until the first paycheck is<br />

received.<br />

• The employer must specify what tools are<br />

required and their estimated cost.<br />

• The purchase <strong>of</strong> the tools cannot be made by any<br />

other means.<br />

• For cases pending approval, refer to GR 44-221,<br />

GR 44-222, GR 44-223, GR 44-224, GR 44-225,<br />

GR 44-226, GR 44-227 and GR 44-228 regarding<br />

the issuance <strong>of</strong> emergency aid for special needs<br />

prior to approval.<br />

Verification<br />

What verification is needed for a special need for<br />

occupational or trade tools?<br />

Verification may be obtained in writing or by<br />

telephone call to the prospective employer.<br />

• If the verification is obtained by telephone, the<br />

employer’s name, address, telephone number,<br />

and date <strong>of</strong> the contact is recorded in Case<br />

Comments along with the required information
