GR 44-114.2 – Earned
Income Disregards
(EID)
What are Earned Income Disregards (EID) rules?
EID rules determine the amount of the individual’s
earnings that are to be deducted from the GR grant.
These rules also determine eligibility.
EID is applied to each wage earner in the
household. There is no limit to the number of
persons that may be working in one GR household
and entitled to EID.
NOTE #1: In determining an overpayment
resulting from failure to report income,
the EID must be allowed.
NOTE #2: Collecting recyclables (cans, bottles,
etc.) is considered earned income and
the EID applies. Panhandling is not
considered earned income and the EID
is not applied.
GR 44-114.3 –
Determining EID
How is the EID determined?
LEADER computes the EID and the amount of
earnings to be deducted from the grant, after
earned income is entered.
When the deductible amount is more than the grant,
the household is ineligible and aid is
denied/terminated by LEADER.
When the deductible amount is less than the grant,
the income is deducted automatically and the
individual is eligible.
GR 44-114.4 – Earned
Income Tax Credit
Is the Earned Income Tax Credit considered
income?
Earned Income Tax Credit (EITC) is exempt from
consideration as income whether received as a
lump sum or as monthly advance payments by the
employer.
