GR 44-229.4 Kinds <strong>of</strong><br />

Emergency Aid<br />

What kind <strong>of</strong> emergency aid can be issued?<br />

Homeless GR individuals are eligible for emergency<br />

housing vouchers only during the period which the<br />

Auditor-Controller (A-C) is processing the affidavit.<br />

The A-C processes affidavits within three workdays.<br />

Vouchers are issued from the day the affidavit is<br />

signed until the replacement benefits are received.<br />

EXAMPLE:<br />

The individual’s stagger day is the 4 th . In April 2004,<br />

the 4 th falls on a Sunday. The affidavit may be signed<br />

on the 5 th . The individual is eligible for a voucher for<br />

the 5 th , 6 th , and 7 th . The A-C authorizes the<br />

replacement on-line, on the 8 th .<br />

EXAMPLE:<br />

The individual’s stagger day is the 5 th . In April 2004,<br />

the 5 th falls on a Monday. The affidavit may be<br />

signed on the 5 th . The individual is eligible for a<br />

voucher for the 5 th , 6 th , and 7 th . The A-C authorizes<br />

Other types <strong>of</strong> emergency aid, as applicable, may be<br />

issued beginning on the individual’s stagger day.<br />

Verification<br />

What verification is needed?<br />

The individual must go through the affidavit process.<br />

The Deputy District Director must approve<br />

emergency aid for housing, utilities, and food.<br />

What are the requirements for issuing emergency<br />

aid on an approved case?<br />

Before issuing emergency aid, the following<br />

conditions must be met:<br />

• Homeless individuals only, the<br />

owner/manager/landlord is contacted to verify that<br />

the individual is homeless and no longer at the<br />

address where the individual states he/she last<br />

stayed.<br />

If the owner/manager/landlord cannot be reached<br />

or the individual does not remember the<br />

name/telephone number, a PA 853 is completed.
