As with employable sanctions, all issues must<br />

be resolved before aid can be rescinded.<br />

When the issues are not resolved and aid is<br />

subsequently terminated, the termination reason<br />

will always be employment based because it has<br />

the highest priority.<br />

When terminated for both employable and<br />

MSARP reasons, sanctions for both will run<br />

concurrently.<br />

As with other sanctions, at application, LEADER<br />

shows any outstanding sanctions that must be<br />

completed prior to application.<br />

How is participation in MSARP tracked?<br />

LEADER tracks the individual’s progress from<br />

prescreening, assessment and treatment. The<br />

tracking begins when the prescreening results are<br />

input to LEADER on the Data Collection<br />

Subsystem, Drug Abuse Pre-Screening Interview<br />

Summary screen.<br />

How are individuals pre-screened?<br />

At intake, pre-screening determines if there is<br />

reason to suspect an alcohol/drug problem. The<br />

pre-screening is part <strong>of</strong> the application on LEADER<br />

and is based on the individual’s self-declaration,<br />

observable behaviors and other information<br />

provided. Pres-screening information is input to<br />

LEADER on the Data Collection subsystem, Drug<br />

Abuse Pre-Screening Interview Summary<br />

screen.<br />

What happens when the individual refuses to<br />

cooperate?<br />

When an individual refuses to cooperate with the<br />

MSARP pre-screening process, the application is<br />

withdrawn following current procedures (excluding<br />

NSAs).<br />

are negative?<br />

No further action is required.
