• The food allowance for one meal is issued using<br />

the PA 19, Memorandum to Cashier (an out <strong>of</strong><br />

drawer form).<br />

• The food allowance for two or more meals may be<br />

given in cash by following existing PA 294, Cash<br />

Aid Fund Receipt, policy.<br />

Process: Return to<br />

Residence<br />

How are return to residence cases handled?<br />

The following steps are taken to return an individual to<br />

his/her residence:<br />

1) Telephone an agency, relative, or other person<br />

whose name and telephone number is provided<br />

by the non-resident to verify legal residence. The<br />

person contacted must live in the county, State or<br />

country to which the nonresident wishes to return.<br />

2) Document the information received by the<br />

telephone call in the Case Comments Section.<br />

3) Request the Transportation Unit to make travel<br />

arrangements, if the nonresident has not been<br />

returned within one year.<br />

4) Deny the nonresident’s request, if he/she has<br />

been returned to his/her residence within one<br />

year. Refer to Deny an Application for LEADER<br />

procedures on case denial.<br />

5) Complete a PA 304, obtain the Deputy District<br />

Director’s signature and fax the PA 304 to the<br />

Transportation Unit at (213) 637-2625.<br />

6) Upon verification <strong>of</strong> eligibility to travel and<br />

confirmation <strong>of</strong> arrangements with the carrier, the<br />

Transportation Unit calls the District Contact<br />

person listed on the PA 304 form to provide the<br />

travel information. The district will receive a<br />

confirmation copy to file in the case record.<br />

7) Contact the nonresident to inform him/her <strong>of</strong> the<br />

arrangements and determine if he/she is ready to<br />

leave.
