outlined in DPSS Operations Handbook, Section 20-
011.

What are the time frames for sending NOAs?
All GR termination and reduction NOAs must be
completed as soon as possible prior to the adverse
action and mailed to the individual at least nine
calendar days prior to the hearing date. LEADER
is programmed to compute the time frame for
LEADER generated forms.
The date in the upper right-hand corner of the
manually prepared free form NOA must be the date
the notice is placed in the U.S. mail. The LEADER
calendar contains mailing dates.
All ABP 898-16 related hearings are automatically
scheduled by LEADER for the last workday of the
month at 10:00 a.m.
All QR 7 related hearings are automatically
scheduled by LEADER for the first workday of the
month at 9:00 a.m.

What needs to be in the NOA?
The NOA must contain all of the following
information:
The effective date of termination/reduction.
If a reduction, the reduced amount.
A statement of all circumstances/facts that justify
the action.
The GR regulations section that is the basis for
the action.
A summary of the regulations.
The time, place, and date of the hearing.
