Emergency Housing<br />

for Homeless<br />

How is emergency housing provided for<br />

homeless individuals at intake?<br />

At application, homeless individuals who want<br />

emergency housing are provided housing in a<br />

contracted or vendor facility. However, an individual<br />

is not required to accept emergency housing.<br />

Homeless individuals applying for GR are <strong>of</strong>fered<br />

emergency housing within the district <strong>of</strong>fice area or<br />

other area if there are no vacancies in the local<br />

district area.<br />

Vacancies<br />

If the district cannot find a vacancy, what should<br />

be done?<br />

The district designated liaison contacts the Vendor<br />

Control Unit (VCU) at (213) 974-9232 if they are<br />

unable to locate housing.<br />

Availability <strong>of</strong><br />

Emergency Housing<br />

How is the availability <strong>of</strong> emergency housing<br />

verified?<br />

Availability <strong>of</strong> emergency housing and<br />

acceptance/non-acceptance is documented on the<br />

LEADER-generated ABP 532, Homeless <strong>General</strong><br />

<strong>Relief</strong> Applicant Emergency Housing Decision.<br />

If the individual accepts emergency housing as noted<br />

on the ABP 532, the contracted facility or housing<br />

vendor is contacted to reserve the room no more than<br />

one hour prior to issuing the ABP 295, Meals/Lodging<br />

Order and Invoice (a LEADER generated form).<br />

Are homeless individuals referred to missions?<br />

No, individuals who are homeless and applying for<br />

GR are not referred to missions or other agencies<br />

that provide shelter unless the district liaison has an<br />

agreement with the facility that guarantees the<br />

individual will have a bed.<br />

Are contracted facilities used on a priority basis?<br />

Yes, the GR districts designated on the approved<br />

Vendor List must fill all available vacancies in<br />

assigned contracted facilities before referring<br />

individuals to the vendor hotels.
