Processing Application<br />

How are applications for emergency aid pending<br />

receipt <strong>of</strong> SSI/SSP processed?<br />

• Applications for emergency aid pending receipt <strong>of</strong><br />

the initial SSI/SSP payment must be processed as<br />

new cases. This means that if aid is already<br />

approved, all GR must be terminated before GR<br />

emergency aid can be issued.<br />

• A home call to obtain an application and/or PA<br />

551 may be authorized by district administrative<br />

staff when the individual is physically unable to<br />

attend an interview in the district <strong>of</strong>fice.<br />

What must be done before emergency aid<br />

pending receipt <strong>of</strong> SSI/SSP is approved?<br />

• Before GR emergency aid is issued, a<br />

determination <strong>of</strong> the individual’s eligibility to<br />

receive the emergency SSA payment is made by<br />

using the PA 747, Determination <strong>of</strong> Eligibility for<br />

Emergency SSA Payment (an out <strong>of</strong> drawer form).<br />

• The PA 747 is attached to the PA 1049, <strong>General</strong><br />

<strong>Relief</strong> Referral for SSI/SSP Application, and given<br />

to the individual to take to the appropriate SSA<br />

<strong>of</strong>fice.<br />

• A new referral via the PA 747 is required each<br />

time the individual requests GR emergency aid. A<br />

new PA 1049/PA 1049-1 is not required when the<br />

individual is re-referred to the SSA.<br />

• Homeless individuals who arrive at the district<br />

<strong>of</strong>fice too late in the day to have the PA 747<br />

completed by the SSA the same day are issued a<br />

voucher for meals/lodging until the next business<br />

day.<br />

• The homeless individual is also issued sufficient<br />

transportation funds to enable him/her to (1) get to<br />

the vendor facility, (2) go to the SSA <strong>of</strong>fice, and<br />

(3) return to the district <strong>of</strong>fice.<br />

• If the PA 747 is returned showing the issuance <strong>of</strong><br />

an emergency SSA payment, eligibility to any GR<br />

emergency aid must be determined. A one-time<br />

only payment equal to the monthly SSI/SSP
