If the individual does not agree with the determined<br />

value, three appraisals by auto dealers, insurance<br />

adjustors, or personal property appraisers may be<br />

submitted for consideration.<br />

• The average <strong>of</strong> the three appraisals is used to<br />

determine the value <strong>of</strong> the motor vehicle.<br />

• Hotline or written Property <strong>Services</strong> referrals may<br />

be initiated in questionable situations.<br />

• The appraisals must appear on letterhead or other<br />

printed material showing the name <strong>of</strong> the<br />

appraising facility/person.<br />

• The appraisal must be signed and dated, within 30<br />

calendar days <strong>of</strong> presentation to DPSS, by the<br />

person making the appraisal.<br />

• The total <strong>of</strong> the three appraisals and the average<br />

is documented in Case Comments.<br />

Can the DMV Automobile Registration Card be<br />

used to determine the license fee?<br />

Yes, the license fee for a motor vehicle registered in<br />

California can be determined by viewing the current<br />

DMV Automobile Registration Card; however, the<br />

license fees on the registration form are not to be<br />

used. Instead, the class and year first sold is used.<br />

This method is applicable to all “motor Vehicles”<br />

except those without a two letter class designator or<br />

those with a two letter class designator that are not<br />

included in the table. Such vehicles must be referred<br />

to Property <strong>Services</strong> for evaluation.<br />

How is the value <strong>of</strong> a vehicle registered out <strong>of</strong><br />

state determined?<br />

For individuals possessing a motor vehicle registered<br />

out <strong>of</strong> state, a Hotline Property <strong>Services</strong> referral may<br />

be made to obtain the vehicle value or staff may refer<br />

to the current National Automobile Dealer<br />

Association (NADA) guide, if available in the district.<br />
