NOTE: Individuals are photo-imaged even<br />

when not being fingerprinted because <strong>of</strong> an<br />

exemption.<br />

Permanent Exemption – from fingerprinting for<br />

an indefinite period (as indicated on the PA 59<br />

submitted by the Worker) with the DDD’s<br />

approval. Permanent exemptions apply only<br />

when all 10 fingers are missing.<br />

Processing Exemptions<br />

How are permanent exemptions processed?<br />

Designated district staff with appropriate security<br />

clearance confirm the individual’s missing index<br />

fingers and input as permanently exempt on SFIS.<br />

SFIS will then prompt for a thumbprint. Designated<br />

staff continue to approve the permanent exemption<br />

(with their fingerprint) indicating that the thumb is<br />

missing until all ten digits have been exempted.<br />

Permanent exemptions are not controlled on SFIS;<br />

however, they are shown on an SFIS report.<br />

Verification: Exemptions are annotated on the PA<br />

59, Fingerprint and Photo-Imaging Referral.<br />

Care<br />

How are Board & Care cases handled?<br />

B&C cases are non-mandatory for fingerprinting<br />

and photo-imaging. If the facility feels the individual<br />

is not ready to leave for that day, the requirement<br />

may be temporarily deferred. However, once the<br />

individual is no longer in B&C, an appointment must<br />

be scheduled for SFIS.<br />

NOTE: If the individual is able to come into the<br />

district <strong>of</strong>fice for the interview, a referral to<br />

SFIS is made that day.<br />

Unexpected SFIS<br />

Response<br />

How are unexpected SFIS responses handled?<br />

Matches with unexpected SFIS responses are<br />

forwarded to the Early Fraud Investigators (EFI)<br />

automatically for review.<br />

EFIs forwards their findings to the district<br />

designate.
