would be affected. For Thailand, one has to add to this the
effect (of unknown size) of the closure of the Suwannabhumi
Airport in the third quarter of the year. In the last quarter
of 2008, the annual rate of real GDP shrinkage was
more than 20% (quarter on quarter, seasonally adjusted)
(Figure 2), the largest one-quarter shrinkage in Thailand’s
postwar history and larger than during the 1997 crisis.
In response, the government implemented a stimulus
package of 18 measures. All told, the programs introduced
by the two Thaksinite and the Democratic governments
increased the government budget deficits from 2.0% of
GDP in 2007 to 4.0% in 2009. The outcome, not necessarily
of these programs, was a sharp recovery from the downturn
that occurred in the last quarter of 2008 and the first quarter
of 2009. It appears that the sharp export recovery deserves
more credit than the government programs (Figure 2).
In April 2009 and inMarch toMay 2010,Abhisit’s
government was severely threatened by two massive
demonstrations of the Red Shirts, a pro-Thaksin group.
The second of these is more like an insurrection and was
put down by the government and the military at great cost
in lives (91 dead according to official figures). The cost to
Thai democracy is also quite heavy because the military
now looms much larger as a major arbiter of Thai politics.
3.5 Who are the Yellows and the Reds?
The Yellows started in 2005, at the peak of Thaksin’s
power, as a small royalist movement (they were not yet
wearing yellow shirts) led by a former chief of the National
Security Agency, but it did not get anywhere until it merged
with the movement led by Sondhi Limthongkul. This made
the movement very effective, because Sondhi owns AS-
TV, a popular satellite cable TV broadcaster. The Yellow
movement sees itself strongly as a defender of the throne,
and sees Thaksin and the Reds as threats to the monarchy.
It favors the rule of law (actually the rule of the courts) –
to the cynic, this is because they tend to win most cases
in the courts. It also emphasizes the problems with Thai
democracy, particularly the money politics that pervades
the system, and in their eyes reduces the legitimacy of
