this respect was completely at variance with the practice<br />
on the ground. For example, it stated that any land which<br />
was not occupied was government land. Large parcels<br />
of this supposedly unoccupied land were put under forest<br />

the lands that were put in its charge. Even for those lands<br />

Consequently, many farmers (in fact the majority of the<br />
upland crop farmers) were farming on lands which in the<br />
eyes of the law did not belong to them. Owing to the<br />
absence of legal recognition, settlers in many areas had<br />
to seek protection from local strong men, and the basis<br />
was created for a new rural elite. The availability of land<br />
had the potential of creating an egalitarian social order,<br />
but sadly, that opportunity was missed, and it was a<br />
major policy failure of that period.<br />
At that time, this shortcoming was not noticed.<br />
