การต่างประเทศ<br />
ในด้านการต่างประเทศนั้น พระบาทสมเด็จ<br />
พระนั่งเกล้าเจ้าอยู่หัวทรงจับตาดูบทบาททางการเมือง<br />
ของชาติตะวันตกด้วยความระมัดระวัง และด้วยความ<br />
เข้าใจในศักยภาพและความได้เปรียบทางการทหารของ<br />
ชาติตะวันตกเป็นอย่างดี ท่าทีที่แข็งกร้าวของอังกฤษใน<br />
การทำสงครามระหว่างอังกฤษกับพม่าตั้งแต่ พ.ศ. 2367<br />
ซึ่งอังกฤษชนะเมื่อ พ.ศ. 2369 และในที่สุดอังกฤษได้<br />
เข้ายึดพม่าเป็นอาณานิคมใน พ.ศ. 2428 และสงคราม<br />
ฝิ่นกับจีนซึ่งอังกฤษได้รับชัยชนะใน พ.ศ. 2385 ทำให้<br />
เป็นที่ชัดเจนว่าดุลยภาพทางการเมืองในเอเชียและโดย<br />
เฉพาะในเอเชียตะวันออกเฉียงใต้ได้เปลี่ยนไปแล้ว อำนาจ<br />
ที่เป็นภัยคุกคามต่อไทยที่แท้จริงนับตั้งแต่ต้นรัชกาลที่ 3<br />
คือภัยจากชาติตะวันตกนั่นเอง ดังนั้นพระองค์จึงทรง<br />
มีนโยบายด้านการต่างประเทศต่อชาติตะวันตกตั้งแต่<br />
ต้นรัชกาลที่เป็นนโยบายประนีประนอมไม่แข็งกร้าว<br />
Although dispatched to Bangkok as a diplomatic<br />
representative, Dr. John Crawfurd was in fact a trained<br />
physician who was very observant and had varied personal<br />
interests which included Oriental languages. From his<br />
observations, he estimated the population of Bangkok to<br />
be around 50,000 at the time, and that Buddhism and the<br />
ideology of righteous monarchy were very important to the<br />
Siamese society. In his journal, he documented that “Religious<br />
institutions have great influence on the administration of<br />
the state. I think Siam might be the only country in the<br />
world where religion plays a part in determining how people<br />
live.” He also observed that social and cultural influences<br />
were evident in the formation of the physical environment,<br />
and that “Temples are the most exquisite buildings in the<br />
country.” As a matter of fact, on the subject of temples,<br />
it can be seen that during the periods of Rama I and II,<br />
all the important temples in Bangkok were commissioned<br />
solely by the king and royal personages.<br />

ชาวตะวันตกเข้ามาทำการค้าขายในประเทศนั้นทำให้<br />
เกิดปัญหา เนื่องจากชาวตะวันตกเข้ามาก้าวก่ายกับ<br />
การดำเนินงานของรัฐบาลไทย ดังนั้นในตอนปลาย<br />
รัชสมัยนโยบายต่อชาติตะวันตกจึงเปลี่ยนไป และทรงมี<br />
ท่าทีที่ไม่เป็นมิตรและแข็งกร้าวต่อชาวตะวันตกมากขี้น<br />
อย่างไรก็ดีชาวสยามชั้นนำที่เป็นบุคคลระดับเจ้านาย<br />
และขุนนางที่มีความรู้และมีทัศนคติว่าควรคบค้าและ<br />
หาประโยชน์จากการศึกษาวิทยาการที่ก้าวหน้าของ<br />
ชาวตะวันตกก็มีอยู่ เช่น พระวชิรญาณภิกขุ (พระบาท<br />
สมเด็จพระจอมเกล้าเจ้าอยู่หัว) สมเด็จพระเจ้าน้องยาเธอ<br />
เจ้าฟ้ากรมขุนอิศเรศรังสรรค์ (พระบาทสมเด็จพระปิ่นเกล้า<br />
เจ้าอยู่หัว) และจมื่นไวยวรนาถ (ช่วง บุนนาค) เป็นต้น<br />
โดยที่เจ้าฟ้ากรมขุนอิศเรศรังสรรค์และจมื่นไวยวรนาถ<br />
นั้นเป็นผู้ที่สนใจในการต่อเรือกำปั่นไฟแบบตะวันตก<br />
ต่อมาจมื่นไวยวรนาถเป็นคนไทยคนแรกที่ต่อเรือกำปั่นไฟ<br />
แบบฝรั่งได้สำเร็จและน้อมเกล้าฯ ถวายพระบาทสมเด็จ<br />
พระนั่งเกล้าเจ้าอยู่หัว โดยได้รับพระราชทานชื่อเรือว่า<br />
“เรือแกล้วกลางสมุทร” ส่วนเจ้าฟ้ากรมขุนอิศเรศรังสรรค์<br />
นั้นทรงมีความรู้ด้านภาษาอังกฤษเป็นอย่างดี สามารถ<br />
in 1824 and reigned until 1851. One of his outstanding<br />
accomplishments was increasing the state’s revenue by<br />
changing the country’s tax policies. Tax farming system<br />
was introduced and private tax farmers who bid the highest<br />
price was granted permission to monopolize tax collection.<br />
The tax reformation had the advantage of bringing in a<br />
more consistent revenue and hence the treasury became<br />
more stable during the reign of Rama III. In relation to this,<br />
King Chulalongkorn (Rama V) stated several decades<br />
later that “it generated more income for the country than<br />
doing maritime trade”.<br />
Foreign affairs<br />
During his reign, Rama III cautiously observed the<br />
moves of Western political powers and was very well<br />
aware of the advantages and military strengths that they<br />
possessed. Such power was demonstrated for example,<br />
by the war that Britain waged on Burma in 1824 and won<br />
two years later in 1826. Consequently, this eventuated in<br />
Burma becoming colonized by the British in 1885. Apart from<br />
that, Britain also won the Opium War with China in 1842.<br />
