British East India
Henry
Having monitored the situations constantly, Rama
III was fully aware that the balance of political power in
Asia, and Southeast Asia in particular, had shifted. Since
the early years of his reign, it was apparent that the real
threat to Siam was the Western powers and therefore
from the outset, his policy regarding foreign affairs was
one of compromise. However, his attitude changed upon
the realization that allowing these so-called Western
friends to do business in Siam caused more problems
than otherwise, because they began to meddle and
interfered with the work of the Siamese government. In
the last years of his reign, he adopted a sterner and less
cordial attitude towards the Western countries. However,
several educated royals and aristocrats thought that Siam
should still maintain good relations with the West in order
to acquire their knowledge and technology. Amongst these
people were Phra Vajirayana Bhikkhu (subsequently King
Rama IV), Prince Issares Rangsan (later King Pinklao, the
Second King) and Jamuen Vaivoranarth (Chuang Bunnag).
The latter two were particularly interested in steamships.
Jamuen Vaivoranarth was the first Siamese to successfully
build a western-style steamer and presented it to the king
who named it “Klaew Klang Samudra”. Prince Issares
Rangsan on the other hand, led an army in 1841 to fight
the Vietnamese in Ha Tian by using the steamer Buddha
Amnart that he built himself, as the command ship. He
was also highly fluent in his use of the English language
and was thus able to correspond proficiently in writing with
Sir John Bowring, the British emissary who later came to
Siam in 1855.
In terms of foreign trade, while Siam’s most important
trading partner was China, the first Westerner on a
mission to discuss amity and trade with Siam was Henry
Burney, the British emissary and representative of British
East India Company who came to Bangkok in 1825. His
priorities were for Siam to facilitate British commercial
companies in their undertakings and negotiate on matters
concerning Kedah which was under the ruling of Siam at
the time. Burney presented the terms to Siam on February
13, 1826, and just eleven days after that, the Siamese
