of the central bank, he tried to exert greater control over
the commercial banks, weaning them away from a close
connection with politics and politicians, even though
the politicians at the time were military men who are
accountable to noone, and could have sacked him.
Significantly, when he was strengthening the banks,
the politicians did not touch him. It is only toward the
later period in his life, when he increasingly devoted his
time to promote rural development and giving a voice to
Thailand’s poor that the military had their revenge. This
man of reason and integrity, who probably did more than
any military man to build up Thai capitalism, was accused
of being a Communist and was forced to leave the country
in 1976, when ideological fervour (on both sides) was at
its peak.
Bangkok Bank, the most powerful commercial bank
at the time Puey was governor of the central bank, was
run by Chin Sophonphanich. Born in Thailand in 1910
to a poor Chinese family, but schooled in China without
any university education, Chin fitted the stereotype of the
Chinese who rose from poverty to become a billionaire
by sheer dint of hard work and business acumen.
Before his association with the Bangkok Bank, he was
successively an odd-job man, then a clerk and then assistant
manager at a lumberyard in Bangkok. He then set
up his own shop (later three shops) that sold general
merchandise.
Toward the end of the Second World War, he joined up
with a number of Thais and other Chinese businessmen to
establish Bangkok Bank. He then became its “compradore”,
that is, an independent agent who brought business to the
bank and guaranteed the loans given by the bank. In 1952,
after the bank faced a liquidity crisis, he took over as the
Managing Director, no doubt helped by the fact that he
could negotiate an injection of capital from the Ministry
of Economic Affairs. General Siri Siriyothin, a member
of the Rajakru faction, which then supportedthe Phibun
government, took over as the Chairman of the Board.
When Phibun and the Rajakru faction were
overthrown by Sarit in 1957, he went into temporary
