แผ่นดินพระองค์ใหม่จะโปรดให้แก้ไขสนธิสัญญาตาม<br />
ที่สหราชอาณาจักรต้องการ ดังนั้นใน พ.ศ. 2398 ทาง<br />
สหราชอาณาจักรจึงแต่งตั้งให้เซอร์จอห์น เบาริ่ง เป็น<br />
ทูตเข้ามาเจรจาขอแก้ไขสัญญาเดิมที่ เฮนรี่ เบอร์นี ได้<br />
ทำไว้ สาระสำคัญของสนธิสัญญาเบาว์ริ่งคือการที่ไทย<br />
ต้องตกลงเปิดตลาดให้มีการค้าเสรีกับต่างประเทศ รับ<br />
ประกันสิทธิสภาพนอกอาณาเขตของคนในบังคับสหราช<br />
อาณาจักร อนุญาตให้จัดตั้งกงสุลอังกฤษในกรุงเทพฯ<br />
ตลอดจนรับรองสิทธิ์ของชาวอังกฤษในการถือครอง<br />
ที่ดินในสยาม ซึ่งข้อเรียกร้องดังกล่าวทางฝ่ายไทยก็ต้อง<br />
จำยอมและได้มีการเซ็นสัญญากันในวันที่ 18 เมษายน<br />
พ.ศ. 2398 ต่อจากนั้นก็ได้มีการเซ็นสัญญาด้านการ<br />
ค้ากับสหรัฐอเมริกาและประเทศมหาอำนาจอื่นๆ จาก<br />
ยุโรป สรุปแล้วในรัชกาลนี้มีการเซ็นสัญญาด้านการ<br />
ค้าเสรีกับชาติต่างๆ ถึง 10 ประเทศด้วยกัน การเปิด<br />
ประเทศด้านการค้านั้นเท่ากับเป็นการเปิดรับอิทธิพล<br />
ด้านวัฒนธรรมของชาวตะวันตกด้วย อิทธิพลของชาว<br />
ตะวันตกเป็นเงื่อนไขหลักที่ทำให้ไทยต้องปรับตัวทั้งใน<br />
ด้านเศรษฐกิจ สังคม วัฒนธรรม และในราชสำนักนั้น<br />
modern industrial society and advancements in “machine<br />
aesthetics and sophistication” as well as to proclaim Great<br />
Britain as the leader of the industrial world. Undeniably,<br />
advancements in machine technology also helped to<br />
strengthen Britain’s military power as demonstrated by<br />
the outcome of the wars waged on Burma and China. In<br />
this regard, Siam was well aware of the inferior quality<br />
and strength of her armed forces compared to that of the<br />
Western power nations. Therefore the king’s prerogative<br />
was to take a more diplomatic stance in dealing with<br />
Western countries.<br />
On the matter of trade, King Rama IV had a completely<br />
different policy from his predecessor altogether, and was<br />
more concerned with protecting the nation’s sovereignty.<br />
Therefore in negotiating trade with Britain, he thought it<br />
more pertinent to be “compromising” than to be making<br />
enemies. The first significant step that he took after having<br />
acceded the throne was instructing the Governor of Penang<br />
to inform the British Ambassador, Sir James Brooks that<br />
the new King of Siam was prepared to revise the treaty with<br />

ลีโอโนเวนส์ เข้ารับราชการเป็นครูสอนภาษาอังกฤษใน<br />
ราชสำนักราว พ.ศ. 2405 เป็นต้น<br />
ภายหลังจากที่ได้มีการเซ็นสัญญาเบาว์ริ่ง ชาวตะวันตก<br />
เป็นจำนวนมากได้เข้ามาตั้งถิ่นฐานในกรุงเทพฯ ซึ่งมี<br />
ทั้งนักการทูต หมอสอนศาสนา และพ่อค้าวาณิช และ<br />
ชาวตะวันตกเหล่านี้เองที่มีส่วนผลักดันให้มีการปรับปรุง<br />
ระบบสาธารณูปโภคของกรุงเทพฯ เช่น ขอให้มีการ<br />
สร้างถนนเพื่อความสะดวกในการเดินทาง เป็นต้น และ<br />
ในที่สุดแล้วถนนเจริญกรุง หรือ “New Road” ตามที่<br />
ชาวตะวันตกเรียกก็ได้ถูกสร้างขึ้นใน พ.ศ. 2404 ถนน<br />
นี้เริ่มจากทางด้านทิศใต้ของพระบรมมหาราชวังขนาน<br />
ไปกับแม่น้ำเจ้าพระยาไปทางทิศใต้ผ่านชุมชนจีนไปยัง<br />
ชุมชนของชาวตะวันตก และได้มีการสร้างถนนเพิ่ม<br />
ขึ้นอีกหลายสายเพื่อให้เกิดเครือข่ายของถนนขึ้นใน<br />
กรุงเทพฯ เช่น สร้างถนนตรงเพื่อเชื่อมต่อถนนเจริญกรุง<br />
Great Britain as insisted. Consequently in 1855 Sir John<br />
Bowring was appointed as the British envoy to negotiate<br />
changes to the earlier signed Burney Treaty. The main<br />
essence of the new treaty was that Siam agree to open<br />
up more trade with foreign countries, ensure extraterritorial<br />
rights of citizens under British control, permit a British<br />
consulate to be set up in Bangkok, and approve rights<br />
of British citizens to own land in Siam. Siam had little<br />
choice but to concur and thus signed the Bowring Treaty<br />
on April 18, 1855. Subsequent to that, various agreements<br />
were also made with the United States of America and<br />
other great Western power nations. Altogether, Siam<br />
signed open trade agreements with ten countries during<br />
the period of Rama IV.<br />
Opening up the country to foreign trade meant opening<br />
up to the influence of foreign cultures as well. It was therefore<br />
imperative that Siam adapt itself in terms of economy,<br />
society and culture. In so doing, the Palace began hiring<br />
foreigners and employing them in various positions since<br />
1851. Captain Impey, an Englishman, was employed to<br />
