การต่างประเทศให้จัดการขั้นเด็ดขาดกับประเทศสยาม<br />

สมัยอิทธิพลตะวันตก (ร.4 - ร.8 พ.ศ. 2394 - <strong>2489</strong>)<br />
สมัยรัชกาลที่ 4<br />
พระบาทสมเด็จพระจอมเกล้าเจ้าอยู่หัวทรง<br />
ครองราชย์ระหว่าง พ.ศ. 2394 - 2411 น่าสังเกตว่าใน<br />
ปีแรกของการขึ้นครองราชย์คือ พ.ศ. 2394 (ค.ศ. 1851)<br />
นั้นตรงกับปีที่ประเทศอังกฤษจัดให้มีการแสดงนิทรรศการ<br />
ซึ่งเรียกว่า “The Great Exhibition” ขึ้นในลอนดอน<br />
เนื่องในโอกาสฉลองครบรอบ 100 ปีแห่งการปฏิวัติ<br />
อุตสาหกรรม นิทรรศการนี้มีจุดมุ่งหมายที่จะแสดงให้เห็นถึง<br />

a similar style widely adopted in Singapore, which was<br />
a British colony during the same period, was called the<br />
Bungalow.<br />
Signing agreements on amity and trade with Britain<br />
in 1826 and the United States in 1833 was considered<br />
to be an early diplomatic development that took place<br />
between Siam and the two western powers. However,<br />
the counterparts were not quite satisfied with the trade<br />
monopoly practiced by the Siamese Court. Hence the<br />
United States initiated yet another diplomatic attempt by<br />
sending a new envoy, a certain Joseph Balestier, to Siam<br />
in 1850 to negotiate on tax system and the setting up of<br />
an American consulate in Bangkok. This turned out to be<br />
unsuccessful as the Siamese aristocrats found the new<br />
envoy’s attitude and behavior offensive and thus refused to<br />
negotiate. Consequently Balestier left Siam in April of 1850.<br />
Four months following that, Sir James Brooks arrived<br />
from Britain to discuss amendments to the existing<br />
British-Siamese agreement. Britain’s demands included<br />

และชาติมหาอำนาจตะวันตกอื่นๆ ได้ดี จึงเห็นควรให้<br />
มีการปรับเปลี่ยนท่าทีทางการทูตที่มีต่อชาติตะวันตก<br />
พระบาทสมเด็จพระจอมเกล้าเจ้าอยู่หัวทรงมี<br />
นโยบายด้านการค้ากับชาติตะวันตกที่แตกต่างจากรัชกาล<br />
ที่ 3 โดยสิ้นเชิง ทรงเน้นในเรื่องการรักษาอธิปไตยของ<br />
ชาติเป็นหลัก ส่วนการเจรจาเรื่องการค้ากับสหราช<br />
อาณาจักรนั้นเห็นควรให้มีการ “ผ่อนสั้น ผ่อนยาว” จะ<br />
ดีกว่าที่จะชักศึกเข้าบ้าน ฉะนั้นพระราชภารกิจสำคัญที่<br />
ทรงกระทำเป็นอันดับแรกเมื่อทรงขึ้นครองราชย์คือการ<br />
ที่ทรงพระราชหัตถเลขาไปถึงผู้ว่าราชการปีนังให้แจ้งแก่<br />
tax exemptions, setting up a British consulate, and that<br />
all British subjects residing in Siam be exempted from the<br />
local judicial laws while abiding by the British laws and<br />
regulations. This was the first of Britain’s attempt to sign<br />
extraterritorial rights agreement with Siam. The mission<br />
proved futile as all demands were rejected. Brooks returned<br />
to England and reported this to Lord Palmerston, the British<br />
Minister of Foreign Affairs, and suggested that firm and<br />
decisive actions be taken against Siam.<br />
As the situation became increasingly tense and critical,<br />
King Rama III passed away on the 2 nd of April 1851.<br />
PERIOD OF WESTERN INFLUENCE (Rama IV – Rama<br />
VIII) from 1851 – 1946<br />
King Mongkut (Rama IV) reigned from 1851 to 1868.<br />
It is interesting to note that coincidental to the first year<br />
of his reign, “The Great Exhibition” was held in London to<br />
celebrate the 100 th Anniversary of the Industrial Revolution.<br />
The aim of the event was to celebrate the spirit of the<br />
