โดยเฉพาะเรื่องเกี่ยวกับอำนาจเหนือรัฐไทรบุรี (เกาะ<br />
หมากและสมารังไพร) ตลอดจนการทำสัญญาการค้า<br />
กับไทย พร้อมกับขอทำแผนที่และศึกษาข้อมูลเกี่ยวกับ<br />
ทรัพยากรธรรมชาติและประชากรของไทย แต่การ<br />
เจรจาล้มเหลวทั้งสองฝ่ายไม่สามารถบรรลุข้อตกลงที่<br />
จะดำเนินการตามที่ทางฝ่ายสหราชอาณาจักรต้องการได้<br />
แต่ถึงแม้ว่าการเจรจาเป็นทางการจะไม่ประสบผลสำเร็จ<br />
ครอว์ฟอร์ด (นายการะฝัด) ก็ได้ทำการสำรวจระดับน้ำ<br />

Dr. John Crawfurd นั้นถูกส่งเข้ามากรุงเทพฯ<br />
ในฐานะทูต แต่แท้จริงแล้วเขาเป็นแพทย์ และมีความ<br />
สนใจสิ่งต่างๆ อย่างหลากหลาย เช่น มีความสนใจ<br />
เรื่องภาษาแถบตะวันออก เป็นต้น เขาเป็นคนช่าง<br />
สังเกตและได้ทำบันทึกเอาไว้ว่าจำนวนประชากรใน<br />
กรุงเทพฯ น่าจะมีประมาณ 50,000 คน เขายังตั้ง<br />
ข้อสังเกตด้วยว่าพุทธศาสนาและอุดมการณ์ธรรมิกราชา<br />
มีผลกระทบต่อสิ่งแวดล้อมในสังคมไทยมาก เขาบันทึก<br />
ว่า “องค์กรทางศาสนามีอิทธิพลมากต่อระบบบริหาร<br />
Siam’s first official contact with the West during the<br />
period of Rama II took place in 1818. The Portuguese<br />
Governor in Macao delegated Carlos Manuel Silviera as<br />
envoy to bear a letter of amity from the King of Portugal<br />
and to establish friendly relations between the two nations.<br />
The intent was well reciprocated by Siam and request<br />
was made for Portugal to handle the procurement of 400<br />
muskets on its behalf. Two years later in 1820, Siam<br />
agreed to Portugal setting up a consulate in the kingdom<br />
with Carlos Manuel Silviera as the Consul General. It<br />
was the first foreign consulate to be established in the<br />
Rattanakosin era, and Silviera was later given the title of<br />
Luang Abhaipanich (rank and title conferred upon officials<br />
of Siamese government) by Rama II.<br />
An important initiative considered to be a significant<br />
international move by Siam also took place in 1818.<br />
Phraya Suriyawongse Montri (Dis Bunnag who was<br />
subsequently promoted to the title of Somdej Chaophraya<br />
Borom Maha Prayurawongse by Rama IV) sent a letter,<br />
in the Portuguese language, to President James Monroe<br />

สมัยรัชกาลที่ 3<br />
พระบาทสมเด็จพระนั่งเกล้าเจ้าอยู่หัวทรงครอง<br />
ราชย์ระหว่าง พ.ศ. 2367 - 2394 พระราชภารกิจสำคัญ<br />
ประการหนึ่งก็คือ การปรับปรุงวิธีการเก็บภาษีอากรเพื่อ<br />
ให้รายได้ของรัฐบาลมีมากขึ้นและมีความแน่นอน โดย<br />
การนำระบบเจ้าภาษีนายอากร (Tax Farming System)<br />
มาใช้ กล่าวคือ ให้เอกชนเป็นผู้ผูกขาดการจัดเก็บภาษี<br />
โดยเอกชนเป็นผู้แข่งขันกันในการประมูลราคา เอกชน<br />
ผู้ให้ราคาสูงสุดจะเป็นผู้ผูกขาดการเก็บภาษี ซึ่งพระบาท<br />
สมเด็จพระจุลจอมเกล้าเจ้าอยู่หัวทรงอธิบายว่า “... ได้<br />
of the United States expressing that Siam was seeking to<br />
purchase a certain number of muskets. This was the first<br />
letter of correspondence to establish relationship between<br />
the two countries and consequently, many ships sailed<br />
with cargos from the United States to Bangkok between<br />
1820 and 1829.<br />
In 1821, the British Consul General in India sent Dr.<br />
John Crawfurd to ascertain Rama II’s stance on the political<br />
situation concerning the northern provinces of the Malay<br />
Peninsula, especially with regards to the control over Kedah<br />
(Penang and Seberang Perai). Other agendas included<br />
trade agreements with Siam, cartographic undertaking,<br />
obtaining demographic information, and exploring natural<br />
resources. The mission turned out unsuccessful as Siam<br />
rejected all of Britain’s propositions. Despite the failed<br />
diplomatic attempt to negotiate, Crawfurd nevertheless<br />
managed to collect data on water levels and navigation<br />
routes in the Gulf of Siam. This greatly offended Siam since<br />
the implication was obvious that it was an intentional threat<br />
by the British to undermine the kingdom’s sovereignty.<br />
