บ้านเรือนถิ่นไทยในช่วงเจ็ดทศวรรษ 2489-2559

ตำแหน่งของพลตรี ศิริ ที่กลายเป็นภาระ หลังจากนั้น
ไม่นาน ชิน จึงได้เดินทางกลับมายังประเทศไทย
เพราะเครือข่ายที่กว้างขวางของเขาในกลุ่มนัก
ธุรกิจชาวจีน บวกกับความสามารถในการเป็นผู้แทน
นายหน้าให้กับต่างชาติที่โดดเด่น จึงทำให้ธนาคาร
กรุงเทพนั้นเป็นธนาคารแถวหน้าของบรรดาผู้ส่งออก
ที่จะเลือกใช้ เมื่อการส่งออกนั้นเฟื่องฟูในยุคคริสต์
ทศวรรษ 1970 (พ.ศ. 2513-2522) ตลาดสินค้า
โภคภัณฑ์เฟื่องฟูและหลากหลาย ซึ่งชินก็ให้การ
สนับสนุนอย่างต่อเนื่อง วิธีการสนับสนุนของเขานั้น
เขาไม่ได้เล่นบทบาทของนักการธนาคารผู้ให้กู้ยืมเงิน

เองเคยได้รับเมื่อครั้ง ที่ ชิน โสภณพนิช และธนาคาร
ของเขาเอื้อมมือเข้ามาช่วยเหลือเมื่อครั้งเก่าก่อน

Charusathien, Sarit’s right hand man, as Chairman to
replace General Siri, who had become a liability. Soon
after, Chin returned to Thailand.
Because of his wide contacts among the Chinese
businessmen in his capacity as the compradore, Chin was
able to establish Bangkok Bank as the premier bank
among the exporters during the export boom of the 1970s.
More than that, when these commodity traders diversified,
Chin was able to continue to give support. In doing so,
he did not merely play the role of the banker providing
the loan. In many instanceshe also took up the equity in
the businesses as well. The consequence is that, there are
few Thai-Chinese conglomerates of the 1980s (such as
CP, Saha Patana, Saha Union) that did not look back to
support that they at one time or another received from
Chin and his bank.
The bank’s power and influence were such that it
could step in and occasionally take over a regulatory
function from the government. Thus in the the early

ดร.ป๋วย ที่ได้วางรากฐานให้กับกระทรวงการคลัง และ
ธนาคารแห่งประเทศไทย รวมถึงการสร้างกลุ่มคนที่มี
ศีลธรรมจรรยานั้นมีอายุยืนยาวกว่ามากเพราะเขา
ยืนยันแนวคิดในการสร้างความเป็นมืออาชีพและลด
การพึ่งพาอาศัยจากนักการเมือง ชิน นั้นพยายาม
จัดการกับข้อจำกัดทางการเมืองที่ส่งผลกระทบกับนัก
ธุรกิจที่มีเชื้อสายจีน แต่ท้ายสุดแล้วเขาเป็นผู้ที่ได้รับ
ผลประโยชน์มากที่สุดจากความสำเร็จของ ดร.ป๋วยที่
มุ่งมั่นที่จะสร้างระบบการธนาคารที่เชื่อถือได้ของ
ประเทศไทย
1980s, when the surplus capacity in the textiles trade
threatened its future, and after the Ministry of Industry
had failed to control the expansion, it fell to the bank to
use its financial muscle to impose order on the industry.
The three men used their power, influence and
charisma to build up different parts of the social order
that came to dominate Thailand during the ninth reign.
Of these, the parts that were built up by Sarit in the
political arena lasted only ten years after his death.
Probably that is to be expected of a system that was built
on personal patronage. Puey’s institution-building
within the bureaucracy and of the central bank –
including its remarkable ethos of absolute integrity –
survived far longer. Of more significance was his insistence
on making banks more professionally and less politically
oriented. Chin, weaved in and out of the political
constraints that bound a businessman of Chinese origin,
but eventually lived to reap the full benefits of Puey’s
success at building up a sound banking system for
Thailand.
