คล้ายเป็นการตอบโต้เหตุการณ์ที ่เกิดขึ้นในประเทศจีน<br />
ทำให้สัมพันธภาพของสองประเทศเริ่มเสื่อมทรามลง<br />
ตั้งแต่ พ.ศ. 2453 เพราะเกิดการลุกฮือของจีนชาตินิยม<br />
ในประเทศจีน ความเข้มข้นของนโยบายต่อต้านจีนนั้น<br />
มีพื้นหลังมาจากชัยชนะของพรรคคอมมิวนิสต์จีนใน<br />
แผ่นดินใหญ่ เมื่อ พ.ศ. 2492 เมื่อแรกๆ ชาวจีนที่อาศัย<br />

horse. The penalties that attended wrong forecasts were<br />
not trivial, but provided the cards were played right, they<br />
were not fatal either (see the story of Chin Sophonphanich<br />
in Box).<br />
The anti-Chinese policies of the late 1940s and the<br />
1950s had as their stated objective the need for Thais to<br />
take over the levers of economic power. One result<br />
was the peculiar form of the alliance that arose as a<br />
consequence. But this was only one prong in the overall<br />
strategy of economic nationalism. It was supplemented<br />
by another consideration. Until then, the main wealth<br />
acquired by the Thais was through public service, and this<br />
wealth was sharply curtailed by the postwar inflation.<br />
Since no government chose to make good this erosion of<br />
public servants’ salaries, the military-dominated<br />
government that held power between 1947 and 1957 took<br />
measures to acquire access to the country’s wealth by<br />
means other than taxation.<br />
The means they used was through the creation of<br />
public or quasi-public entities. 3 A holding company, the<br />
National Economic Development Corporation (Nedcol)<br />

was created to run some of these enterprises. Private<br />
activities in many areas were banned, and monopoly rights<br />
were conferred on these state enterprises and on the War<br />
Veterans’ Organization which served as a front for the<br />
leading members of the military.<br />
Entities could be created at the stroke of a pen, but<br />
running them was altogether another matter. Here is what<br />
the World Bank later had to say about the investments<br />
made by Nedcol:<br />
“The concept behind each of the projects was probably<br />
sound. … But none of the projects was properly<br />
studied at the beginning. There is little doubt that<br />
each of them has cost much more than it should have,<br />
and that none will be profitable at all until put under<br />
the control of experienced managers.” (IBRD 1966:92)<br />
Nedcol’s problems were unique only in their severity<br />
– the company was eventually closed down, and its debt<br />
taken over by the government. Other enterprises started<br />
by the government suffered from similar problems. The<br />
