The study <strong>de</strong>scribes and analyzes the process of implementation a program of<br />
evaluation the process of teaching-learning of diagnosis-formative character in the four units<br />
School of 1 th to 5 th year of the elementary school of the College Pedro II (CP II), institution<br />
the network of fe<strong>de</strong>ral public Primary / Secondary Education located in the municipality of<br />
Rio <strong>de</strong> Janeiro. After exploring the concepts of public policies implementation and<br />
assessment training, and provi<strong>de</strong> a balance on the study of these topics in the fields of<br />
research for Public Policy and Evaluation of learning, within and outsi<strong>de</strong> the country, adjusts<br />
the route implementation of that program as a constituent part of the new Political-<br />
Pedagogical Project (PPP) of CPII, from information obtained with the professionals of the<br />
college and in their official <strong>do</strong>c<strong>um</strong>ents, covering the stages of 'pregnancy' conceptions their<br />
theoretical - from 1984 to 1998 - of its elaboration - from 1999 to 2000 - and <strong>de</strong>velopment -<br />
from 2001 to 2006. Accordingly, based on the mo<strong>de</strong>l of analysis previously outlined, seeks to<br />
i<strong>de</strong>ntify the many inter- relation of factors that seem to <strong>de</strong>termine the progress and setbacks of<br />
the process studied. Notes, then, the occurrence of three different moments of this process,<br />
each <strong>de</strong>termined by a specific conjunction of factors. They are: (1 st ). Implementation the<br />
program in the evaluative CPII, facilitated (a) the inter-relation between the set of educational<br />
policies implemented in the country, the fe<strong>de</strong>ral government, in the <strong>de</strong>ca<strong>de</strong> of 90, and<br />
institutional policy <strong>de</strong>veloped function in it, and (b) by actions strategically triggered by<br />
agents implementers of these two levels of policies, (2 st ) implementation that the <strong>de</strong>cline in<br />
function (a) of the discontinuity of the policy of assessing will be expressed in PPP, which<br />
occurred on the third mandate of the General Director of the College, (3 st ) the permanence of<br />
the program, exclusively, on 1, 2 and 3 years of elementary school, helped by the interrelation<br />
among the following factors: ( a) the dual direction (from top to bottom and vice<br />
versa) in the process of the program elaboration this segment of education, (b) the structure<br />
and resources to support the institutional <strong>de</strong>velopment of the program, possible by the General<br />
Direction the CPII, (c) the conduct political commitment by the lea<strong>de</strong>rs implementing the<br />
program, (d) the personal and professional characteristics of the majority of its agents and<br />
educational (and) the good level of un<strong>de</strong>rstanding, participation in joining the program, shown<br />
by this. It also aims to reduction or extinction some of the <strong>de</strong>terminants of implementation<br />
and permanence of the program, from its retreat, which contributed to the strengthening of<br />
resistance and difficulties existing, own the process of construction collective of innovative<br />
teaching practices, suggesting measures to overcome them.<br />
