RBF/RO Reliability Project
On May 28, 2009, The City selected McKim & Creed for the permitting, design, and construction management
services of the RBF/RO project.
District staff met with the City on July 1, 2009, to discuss project timelines, funding issues, and the relationship with
the RBF/RO project and the Regional Integrated Loop System Phase II project (H051). The City was advised that the
Manasota Basin was facing a tight budget year and the amount of FY2010 funding for the project was likely to be
reduced. The City assured the District that the project remains a priority to them, due to the expiration of a water
quality variance for TDS in July 25, 2012. The City stated that without quality water from the RO system for blending,
the MCWTP would not meet the new quality standards during the yearly dry season after the varience expires.
The City held the Project kick-off meeting on July 9, 2009.

On August 5, 2009, the District sent a letter to the City of North Port explaining that staff were recommending a budget of
$500,000 for FY2010 funding, due to budgetary restraints. The City's FY2010 cooperative funding request was for
$3,240,000. The letter also explained that the District may not be able to fund a full 50% share of the project, but
recognizes the public benefit of the project and its importance to the City. Future funding is contingent on the annual
approval of the Manasota Basin budget.
Accelerate Florida Update: The City has prepared an RFP for the design of the RBF/RO system and has already begun
the construction of improvements necessary to integrate the new system into the conventional MCWTP. Action steps
would include 1) Advertise the RFP for the engineer 2) Hire the engineer 3) Advertise for RFB for construction of
wells/riverbank filtration issues 4) Hire contractor for construction 5) Construct the wells 6) Advertise for RFB for
construction of RO system 7) Construct the RO system. The City is willing to escalate this project with design/build if
Federal Stimulus funding is available.
