there are many such discourse coalitions at any one time vying for attention
and power within a given policy sector, moreover, the better defining label
would be “advocacy coalitions” (Sabatier/Jenkins-Smith l993). But whatever
the make-up of the discursive community, there is likely to be a “policy
mediator” (Muller l995; Jobert 1992) or “institutional entrepreneur” (Fligstein/Mara-Drita
1996) who conveys its ideas to the policy actors key to the
process of policy construction. In l983 in France, Jacques Delors could be
seen as the policy mediator for the great U-turn in economic policy, and
subsequently institutional entrepreneur at the EU level for the Single Market
and then for EMU (Ross 1995; Fligstein/Mara-Drita 1996).
