moreover, it may even offer a way forward in the study of the new modes of
governance that Scharpf suggests are the only remedy to cases of “legitimate
national diversity.” For by considering the range of potential discursive
institutional interactions between the EU and member-states in the
context of framework directives and the open method of coordination, we
could already point to the potential ideational and interactive problems of
countries operating individually, according to whether they are single-actor
or multi-actor systems. What is more, we can speculate as to how these
would be magnified if clusters of such countries sought to resolve common
problems, given differing ideas about similar policy legacies and different
discursive interactions with regard to emphasis in the discourse, whether on
the coordinative or communicative, to tone, whether authoritative or contractual,
and to tenor, whether cooperative or adversarial tenor. But this, of
course, would need to be the object of a separate study.
