approaching new scene, the attenuating role that Europe could play (due<br />

to the many changes in its development process) can also be an interesting<br />

point to consider.<br />

This junctural dilemma confronting the Caribbean-Latin America region<br />

makes it very necessary to consider some aspects of the theoretical<br />

discussion concerning integration.<br />

4. THEORETICAL CONSIDERATIONS ON THE<br />

INTEGRATION RELATED TO LATIN AMERICA AND<br />

THE CARIBBEAN SUB-REGION 13<br />

Why do we need to more fully elaborate a “theory of integration”<br />

applicable to Latin America and The Caribbean<br />

Briefly, it is necessary in order to achieve at least the following:<br />

1. To see the relationship between the theory of integration and the<br />

practical results achieved (between 1960-95; this is a long testing<br />

period).<br />

2. To verify whether integration is a viable goal for Latin America and<br />

the Caribbean.<br />

3. So that “concrete experiences of integration” in the region will serve<br />

to broaden and renew the theoretical base.<br />

4. To plan “new” types or integration... with greater probabilities of<br />

success; this is not possible without adequate theoretical evaluation<br />

and planning.<br />

4.1 THE MAIN THEORETICAL ASPECTS OF INTEGRATION<br />

From our theoretical point of view, and according to concrete experience,<br />

not all processes of integration have resulted in benefits for each of<br />

the participating nations. This has some understandable explanations, as<br />

seen from the perspective of several of the most solid theories on integration<br />

among nation states. 14<br />

We take the point of view that “the Caribbean” is a integral subregion of Latin<br />

America. The “Caribbean Basin” includes more than a subregion, that is, both<br />

the Antilles and Central America.<br />
