Opinion Collations on the Concept of Finance, Public Finances
and Private Finances
Abstract. Our research aims at expressing points of view related to
the definition of certain fundamental concepts on finances. Trying to
formulate the motivation of our research demarche, we shall consider its
starting point the idea according to which although finances have become a
rather reflection object, enjoying the attention of prestige economists, the
formulated opinions give birth to certain differentiations in the method of
reflecting on the definition, the features and on the comprehension sphere
of certain concepts of this field.
Within this framework, by using analysis as tool in the historical
demarche of the finances evolution and in formulating a series of concepts,
furthermore considering the various opinions expressed in the specialty
literature, we bring forth appropriate arguments to motivate aspects such as:
– The concept of finances does not include in its sphere the credit as
well, as some of the authors pretend, aspect given by the distinct
features of each;
– We do not share the idea according to which there is a large sphere
of finances (which would include the public and private credits
themselves), and a limited sphere of finances;
– As compared to the large diversity of definitions on the concept of
finances, we believe that its essence can be expressed in a
synthetic, easily distinguishable form, which singularizes finances
and individualizes itself by report to the generic notion of money,
from which they spring forth, as well as by report to the credit. This
individualization is given by their specific features by report to
money and credit, in general.
The study of concepts, starting from the features which define „the
proximate gender” (finances) by report to „the specific difference” (public
and private finances) offers a methodological demarche which invites us to
