Osmanlı Devleti’nin Dilinden Anlamak: Osmanlı’da Resmî Dil Meselesi<br />
Osmanlı devrinde “1876’ya kadar herhangi bir anayasanın ve resmi dilin varlığından söz edemiyoruz ve 1876<br />
sonrasına bakarak Osmanlı Devleti’nin başından beri resmi dilinin Türkçe olduğunu söyleyemiyoruz” tespitinin tahlili ve<br />
delillerle ispatı bu tebliğin esasını oluşturmaktadır.<br />
Tebliğin tezi şudur: Resmi dil modern dönemde ortaya çıkmış, modern döneme ait anayasal bir kavramdır. Bu<br />
bakımdan Osmanlı Devleti’nin modern dönem öncesi safhaları için resmi dil tartışmasının yapılması abestir (ahistorique).<br />
Bu minvalde şu sorulara cevap aranacaktır: 1. Resmi dil ne demektir? Resmi dil, halkın eğitimde, dilekçe verme<br />
gibi resmi işlemlerde bir dili kullanmasına devletin açıkça (bir kanunla) veya zımnen izin verdiği dil midir? Yoksa halkın<br />
konuştuğu ve istimal ettiği ortak dil midir? Yoksa devlet memurlarının (diğer devletlerle olan yazışmaları hariç) kendi aralarında<br />
ve vatandaşı/tebaası ile yazışırken/konuşurken kullandığı ortak dil midir? Yoksa devletin yayımladığı bir kanunla<br />
resmi dil budur dediği dil midir? 2. Bir dil resmiyet sıfatını ne ile veya ne zaman tam olarak kazanır? 3. Resmi diller ile devletin<br />
kullandığı diller arasında fark var mıdır? Varsa bunlar nelerdir? 4. Resmi dil ibaresi Osmanlı’da anayasaya yazılmasına<br />
rağmen uygulamaya ne oranda yansıtılabilmiştir? 5. Osmanlı devrinde zaten yoğunluklu ve öncelikli dil olarak kullanılan<br />
Türkçeye niçin resmi dil unvanı verilme ihtiyacı duyulmuştur? 6. Anayasanın 8. maddesinde devletin tabiiyetinde olan<br />
herkese Osmanlı denirken acaba 18. maddesinde devletin resmi dilinin adı niçin Osmanlıca değil de Türkçe konmuştur?<br />

Understanding the Language of the Ottoman Empire: Issue of Official Language in the<br />
Ottomans<br />
The main purpose of this paper is to analyze and verify the statement “It is impossible to indicate a constitution<br />
and an official language until 1876 and it cannot be said that Turkish was the official language of the Ottoman Empire from<br />
its beginning by looking the post-1876.”<br />
The thesis of this paper is: Official language is a constitutional concept coined in the modern period and belongs<br />
to this era. In this aspect, to discuss about official language for the pre-modern periods of the Ottoman Empire is unreasonable<br />
(ahistorique).<br />
Within this direction, answers of these questions will be sought: 1. What does official language mean? Is official<br />
language a kind of language which is frankly determined as legal (by law) by a state to be used in official occasions, such<br />
as education, petitioning, by people? Or is it a common language people speak and use? Or is it a common language public<br />
officers use (with the exception of interstate correspondence) when they speak/correspond among themselves and with citizens?<br />
Or is it a language assigned as an official language by state by way of an enacted law? 2. When and with what does a<br />
language acquire the title “official”? 3. Is there a difference between official languages and languages used by state? If there<br />
is, what are they? 4. It is a fact that the expression “official language” was added to the Ottoman constitution but at what<br />
rate was this reflected to practice? 5. Why was it needed to entitle Turkish as an official language in the Ottoman period<br />
while it was already the most used and primary language? 6. Why was the official language of the state named as Turkish<br />
instead of Ottoman in the 18 th article of the constitution while all the citizens were called as Ottoman in the 8 th article?
