236| ŞİMŞEKER, Somer Alp Ekonomik Topyekûnlaşma ve İttihad ve Terakki II. Balkan Harbi mağlubiyeti İttihat ve Terakki yönetici kadrosunun ekonomik topyekûnlaşma politikalarına yönelmesine sebep oldu. II. Balkan Harbi Birinci Dünya Savaşı’nın provasıydı. İttihat ve Terakki yönetimi eksikleri tespit etti ve ekonomik, askeri anlamda topyekûnlaşabilmek için Türk-Müslüman kitleleri hedefledi. Friedrich List’in önerdiği milli ekonomi uygulamaları devreye sokuldu. Bu ekonomik topyekûnlaşmanın fiili uygulayıcısı ise Kara Kemal’di. Genel eğilim ittihat ve Terakki’nin ekonomi politikalarını Birinci Dünya Savaşı’nın bir dayatması veya gelişen milliyetçilik akımının bir etkisi olarak yansıtmaktadır. Siyasi tarih araştırmaları ekonomi politikalarındaki değişimi II. Balkan Harbi sonrası yükselen milliyetçilik ve ulus devlet anlayışının yaygınlaşmasında aramaktadır. İktisat tarihi çalışmaları ise bu değişimi ekonomide millileşme veya Birinci Dünya Savaşı’nın savaş ekonomisi politikaları olarak nitelendirir. Topyekûnlaşma kavramı ile alakalı yapılan çalışmalar çoğunlukla askerî seferberlik ile alakalı yapılan askeri tarih çalışmalarıdır. Hepsini bir bütün oluşturacak şekilde incelediğimiz zaman bunun da sadece bir siyasi etkileşim veya Birinci Dünya Savaşı’nın bir dayatması olmadığını görmekteyiz. Askeri tarih-siyasi tarih veya siyasi tarih-iktisat tarihi çalışmaları mevcut olsa da üç konunun bir ara incelendiği bir çalışma bulunmamaktadır. Biz askeri-siyasi-iktisat tarihi literatüründen faydalanarak Kara Kemal’i bu çerçevede değerlendireceğiz. II. Balkan Harbi sonrasında uygulanan ekonomi politikalarının bir ekonomik topyekûnlaşma olduğu ve Birinci Dünya Savaşı sırasında hem bir savaş ekonomisi politikası hem de savaş sonrası için kapitalist dünyada yer alacak yerli burjuva oluşturmak için uygulanan politikalar olduğu bakış açısı ile değerlendireceğiz. Bu bağlamda ekonomik topyekunlaşma kavramını askeri-siyasi-iktisadi tarih ile bir bütünlük oluşturacak şekilde tartışacağız. Çalışmamızda ilk olarak İTC’nin 1908 senesinde uygulamış olduğu ekonomik politikanın kökenlerini, sonrasında topyekûnlaşma sürecini ve Osmanlı Devleti’nde nasıl uygulandığını vurgulayacağız. Ekonomik topyekûnlaşmak için gerekli olan sermaye inovasyonu ve korporatizm gibi kavramlar ve Kara Kemal’in tüm bu süreç esnasındaki katkılarını tartışacağız. Kara Kemal hakkında topyekûn harp ile ilişkilendirilmesi bakımından sistematik bir araştırma mevcut değildir. Özellikle ATASE arşivinden edindiğimiz belgeler Kara Kemal’in bilinmeyen geçmişine ışık tutacaktır. Economic Totalization and the Community of Union and Progress The defeat in the 2 nd Balkan War caused the executive staff of the Community of Union and Progress (C.U.P) to focus on the economic totalization policies. The 2 nd Balkan War was the rehearsal of the First World War. The government of C.U.P spotted the gaps and aimed to totalize the military and economy under the Turkish-Muslim citizens. Friedrich List’s suggestions over national economy policies were put into practice. The practitioner of this economic totalization was Kara Kemal. The general trend defines the economy policies of C.U.P as either an imposition of the First World War or the effect of the growing nationalist movement during that period. The political history researches define the changes in the economic policies in the rising nationalist ideas after the defeat in the 2nd Balkan War and in the rising of the nation-state concept. The economic history researches defines the changes as “nationalization in the economy” or as “war economy” policies during the First World War. The researches done about the totalization concept are mainly about the “military mobilization”. When we analyze all these researches we come up with the idea that these policies were not only a political interaction or an imposition of the First World War. Although there are researches that combine military history and political history or political history and economic history, there still aren’t any researches that combine all three together. We will analyze Kara Kemal by using the sources of military-political-economic history. We will analyze the economy policies performed after the II. Balkan War as an economic totalization policy and a war economy policy during the First World War. Also we support that these economic policies were performed in order to create a bourgeois class that will have place in the new capitalist world after the war. In this concept we will argue the economic totalization concept in terms of its integrity with military-political and economic history.
In our research we will first focus on the economic policies performed by C.U.P during the year of 1908 and its background. Later we will focus on the totalization process and how it was performed in the Ottoman Empire. We will argue the necessary concepts for economic totalization such as capital innovation and corporatism and Kara Kemal’s contributions during this whole process. There isn’t a systematic research about Kara Kemal that is associated with the total war concept. Especially the documents that we have used from the ATASE archives will enlighten the unknown past of Kara Kemal. |237
