II. Meşrutiyet Dönemi İstanbul’unda İmar Faaliyetleri<br />
Osmanlı İstanbul’u, doğunun ve batının muhteşem bir sentezi olmuştur. Büyük bir medeniyetin son başkentliğini<br />
yapan bu şehir, XIX. yüzyılın getirdiği Batılılaşma düşüncesinden de oldukça fazla etkilenmiştir. Fakirlikle zenginleşmenin<br />
yüz yüze geldiği bir ortamda yapılan yenilik hareketleri, kentin sorunlarına çözüm getirecek yeni kurumların oluşmasını<br />
ve bu amaçla çıkarılacak kanun ve şartnamelerin yürürlüğe konulmasını sağlamıştır. Değişimlerin gereği olarak<br />
Moltke, 1842’de İstanbul’un ilk imar planını yapmıştır. 1848 tarihinde “I. Ebniye Nizamnamesi,” “Ebniye Beyannamesi” ve<br />
1849 tarihinde “II. Ebniye Nizamnamesi” yürürlüğe girmiştir. 1854 yılında “Şehremaneti” kurulmuş, fakat asıl gelişme 1857<br />
yılında batılı anlamda ilk belediye olan “Altıncı Daire-i Belediye”nin kurulmasıyla yaşanmıştır.<br />
II. Abdülhamid, mimarlık faaliyetleri için Avrupa’dan mimarlar getirtmiş, 1896’da Raimondo D’Aronco’yu baş mimarlığa<br />
kadar yükseltmiştir. 1902 ve 1908 yılında yine Sultan tarafından Paris’in baş mimarı Joseph Antoine Bouvard’dan<br />
İstanbul’u güzelleştirmek üzere bir planın geliştirilmesi istenilmiştir. Fakat bu plan yeni bazı imajlar getirmesine karşın<br />
uygulanamamıştır.<br />
1908 ile 1918 arasındaki on yılın önemli bir bölümünün büyük savaşlarla geçmesine ve yaşanan bütün zorluklara<br />
karşın bugünkü kent planlamasına benzer düşünceler tartışılmaya başlanmıştır. Bu tartışma ve politikalarda dönemin<br />
Osmanlı hükümetleri ve Nafia nazırları büyük rol sahibi olmuştur. İttihat ve Terakki’nin doğrudan iktidarı döneminde İstanbul’da<br />
Mimar Kemalettin, Vedat, Ali Talat ve Arif Hikmet gibi mimarların etkisi görülmeye başlanmıştır. Bu arada harita<br />
alma işi I. Dünya Savaşının başlamasıyla Almanlara verilmiştir.<br />
Bu bildiri de Osmanlı Devleti’nin siyasi, sosyal ve iktisadi bakımdan önemli çalkantılar yaşadığı bir süreçte görevde<br />
bulunan yönetimlerin, İstanbul’a yönelik imar faaliyetleri hakkında mukayeseli ve bilimsel bir sunum yapılacak olup; bu amaçla<br />
arşiv kaynakları, meclis tutanakları, süreli yayınlar başta olmak üzere geniş bir literatür çalışması yapılacaktır.<br />

Public Works Activities in Istanbul in the Second Constitutional Period<br />
Ottoman Istanbul has been a magnificent synthesis of the east and the west. The last capital of a great civilization,<br />
this city was greatly influenced by the idea of Westernization that the 19 th century brought about. The moves of innovation,<br />
conducted in a milieu where poverty came face-to-face with enrichment, ensured that new institutions to provide<br />
solutions for the problems of the city would form and that the laws and specifications to be issued for this purpose would<br />
be put into effect. As a necessary part of the changes, Moltke made the first development plan for Istanbul in 1842. “The<br />
First Regulations for Buildings” and the “Regulations for Buildings” were put into effect in the year 1848 while “The Second<br />
Regulations for Buildings” came about in 1849. The initial municipality (“Şehremaneti”) was established in 1854, yet the real<br />
development took place when “The Sixth Municipal Department”, the first municipality in the Western sense, was founded<br />
in 1857.<br />
Abdulhamid II had architects brought from Europe for the architectural activities and promoted Raimondo<br />
D’Aronco to the post of chief architect in 1896. In the years 1902 and 1908, the Sultan asked the Paris chief architect Joseph<br />
Antoine Bouvard to develop a plan for the beautification of Istanbul. However, this plan could not be put into practice even<br />
though it brought about some new images.<br />
Although an important part of the ten years between 1908 and 1918 went by with great wars and although great hardships<br />
were experienced, ideas resembling urban planning began to be discussed. The Ottoman governments and Public Facilities<br />
ministers of the period played a great role in these discussions and policies. In the period of direct government by the Committee<br />
for Union and Progress, the influence of such architects as Kemalettin, Vedat, Ali Talat and Arif Hikmet began to be observed in<br />
Istanbul. Meanwhile, the task of mapping was awarded to the Germans upon the onset of the First World War.<br />
In the paper, a comparative and scholarly presentation of the public works activities by the administrations that<br />
held office during a process in which the Ottoman State went through great turbulence will be made, and for this purpose,<br />
a broad literature review primarily based on archival sources, parliamentary minutes and periodicals will be carried out.
