Meritokratik (Liyakat Esaslı) Bir Toplum Olarak Osmanlı Toplumunun Teorik Esasları
Osmanlı toplumu, çeşitli gözlemciler tarafından, insanların layık oldukları mevkie geldikleri bir toplum olarak
tasvir edilmektedir. Liyakatin nasıl kavrandığı, nasıl kazanılacağı kadar, önem arz etmektedir. Liyakatin kabiliyet ile olan irtibatı,
kabiliyetin insanın varlık içindeki konumundan bağımsız olarak düşünülemeyeceği için, cüz’i hadiselerin külli haller
ve makamlar ile olan irtibatını ontolojik olarak dikkate almayı ve müzakere etmeyi gerektirmektedir. Osmanlı toplumsal
düzeni müesseselerinde taayyün eden ahval ve makamatı izhar ederken, Osmanlı düşüncesi de bunu tematize ederek, nazari
olarak buna refakat etmiştir. Kısaca meritokratik toplum olarak isimlendirilen bu toplumsal teşekkül nizamının nazari
esaslarını, pratiği de dikkate alarak ortaya koymak hem Osmanlı toplumunu teşkil eden müesseselerin varlığını ve devamını
anlamak için, hem de, Osmanlı toplumundaki muhkem sürekliliği kavramak için zorunludur.
Bildiride bu hususlar ele alındıktan sonra, özellikle günümüzde, meritokratik yönelişin içinde ne gibi imkânlar
taşıdığı da müzakere edilecektir.

Theoretical Rules of Ottoman Society as a Meritocratic Society
The Ottoman Society has been depicted by various observers as a society in which people can acquire the social
status they deserve. How merit is comprehended has an importance as well as how it is acquired. Since ability cannot be
thought separately from human’s place in existence, relation of merit to ability requires the consideration and discussion of
the relation between finite events and infinite states and situations. While the Ottoman social order had disclosed the state
and situation which became visible in its institutions, the Ottoman thought also accompanied by thematising it. Presenting
the theoretical rules of this social order, shortly called as meritocratic society, by also considering its practice, is obligatory
both to understand the existence and continuity of institutions which constitute the Ottoman society and to comprehend
the firm continuity in this society.
In this paper, after the handling of these issues, opportunities provided by meritocratic tendency especially in
this day and age will be also discussed.
