Kanunnamelere Göre Erken Dönem Osmanlı Gümrük Sistemi
Osmanlı kanunnameleri devlet teşkilatından ceza hukukuna kadar birçok alanda düzenlemeler içermektedir.
Ayrıca kanunnamelerde gerek köylerde tarım ile uğraşan halktan gerekse şehir ve kasabalarda ticaret ve zanaat erbabından
alınan vergiler kaydedilmiştir. Bu vergilerden biri de gümrük vergisidir. Gümrük vergileri ile ilgili bilgiler umumi veya
sancak kanunnameleri içinde genellikle birkaç madde ile özetlenmiştir. Ancak bazı önemli merkezlere ait müstakil gümrük
kanunnameleri de vardır. Bunlardaki bilgiler çok daha detaylıdır. Burada kanunnamelerdeki bilgiler aracılığı ile Osmanlı
Devleti’nin erken döneminde gümrük sisteminin işleyişi ele alınmaktadır.
Early Ottoman Customs System According to Kannunames
Ottoman codes of laws (kanunnames) encapsulate regulations in many spheres such as state organization and
criminal law. Furthermore, the taxes that were levied upon the people who were engaged in agriculture in the villages, and
tradesmen and craftsmen from the cities and towns were recorded in these codes of laws. Information regarding customs
duty was often summarized with a couple of articles in the general code of laws or in the code of laws of the sub provinces.
However, there are also separate codes of laws for customs that belong to certain important centers. The information that
may be found in these sources is much more detailed. Here, the functioning of the customs procedures in the early Ottoman
Empire is addressed through the information that is included in the relevant code of laws.
